About this file
This is a Request for Quotes (RFQ) issued by the Oregon Youth Authority (OYA) Procurement Unit for the development of Prison Rape Elimination Act (PREA) training materials. OYA seeks assistance in developing up to three training modules addressing specific content areas: recognizing signs of abuse and appropriate responses, identifying and responding to staff sexual misconduct or boundary issues, and disrupting unhealthy dynamics in close-custody youth living units. The project requires offerors to attend up to ten hours of virtual meetings with OYA and partnering members to determine training components and content, then develop scenario-based training modules with facilitator guides utilizing a trauma-informed lens. All work must be completed virtually, and OYA will acquire ownership of all training materials upon completion. The offer due date is March 4, 2024, at 5:00 PM PST, with all services required to be finished by September 30, 2024. Quotes should be submitted to Riley Dunagan via email or through OregonBuys and must include the qualifications and experience of key personnel assigned to the project.
Quote submissions will be evaluated on "Best Value" to OYA, with award determination made at OYA's sole discretion. Offerors must complete the provided quote form, which includes a pricing sheet listing costs for determining training components and content and for each of the three training modules separately. OYA reserves the right to negotiate with prospective offerors regarding cost for each training module, to reduce the number of modules if warranted, and to reject all quotes or cancel the RFQ if deemed in OYA's best interest. Offeror submissions are limited to the completed quote form plus no more than ten pages of additional documentation, and must be signed by an authorized representative. Travel expenses will not be reimbursed, and the awarded offeror must accept the terms and conditions of the sample contract provided with this RFQ.
