About this file
This is a Project Manual for a historic building renovation project issued by the City of Cheyenne, Wyoming, involving the renovation of portions of the Second and Third Levels and exterior improvements at the Historic UP Depot building located at 121 West 15th Street, Cheyenne, Wyoming. The project requires furnishing all labor, materials, services, and equipment for selective demolition, site work, repairs and treatment of historic stone masonry, work on historic wood windows, finishes, electrical, mechanical and other related work items. A mandatory pre-bid meeting is scheduled for August 19, 2025 at 10:00 AM at the Cheyenne Depot, with bids due September 9, 2025 at 2:00 PM through the City of Cheyenne OpenGov Procurement system. The contract includes multiple completion milestones: interior renovation by February 27, 2026, plaza work by April 15, 2026, and exterior masonry work and painting by May 15, 2026, with final completion 30 days after substantial completion.
The contract is structured as a single prime contract based on the cost of work plus a fee, with a base bid plus a $50,000 force account amount and includes one alternate bid item for weather sealing on red sandstone. The project requires 5% retainage throughout the contract term and includes liquidated damages of $1,000 per day for delays after substantial completion and $500 per day for delays in completing punch list items. Masonry and painting subcontractors must be pre-qualified by the owner, with prequalification statements due August 28, 2025. The project involves work on a historic structure requiring compliance with Secretary of Interior Standards for historic preservation, including specific requirements for period treatment procedures, conservation of historic materials, and specialized masonry restoration techniques.
