About this file
This Request for Applications (RFA) is a joint cooperative procurement issued by the Oregon Department of Human Services (ODHS) and the Oregon Health Authority (OHA) seeking multiple contractors to provide telephonic interpretation services to Limited English Proficient (LEP) individuals across Oregon state and local government programs. The RFA solicits on-demand interpretation services available 365 days per year, seven days per week, 24 hours per day, in addition to pre-scheduled services, language identification assistance, voicemail interpretation, and document sight-translation services. Services will support ODHS, OHA, and contracted partner programs serving individuals in government offices, community settings, and private residences. Applications are due by September 28, 2026, at 3:00 PM Pacific Time through the OregonBuys electronic procurement system. Questions or requests for clarification must be submitted by September 9, 2026, at 3:00 PM Pacific Time. The Review Committee will notify applicants of decisions within ten business days of application receipt, with award notifications following within twenty business days. The anticipated initial contract term is five years, with renewal options available up to a cumulative maximum of ten years.
Applicants must demonstrate a minimum of three years' experience providing telephonic interpretation services to state or local government entities on a 24/7 basis, have provided an average of 100,000 minutes of service monthly over the previous 12 months, and possess the ability to provide itemized billing for multiple sub-accounts beginning immediately upon contract execution. Exceptions to these minimums may be considered for providers of Languages of Lesser Diffusion (LLD). Pricing is negotiated between ODHS/OHA and successful applicants, with rates for Most Frequently Requested Languages expected to be identical or near-identical, while LLD rates may vary based on sourcing difficulty and other factors. ODHS and OHA make no guarantee of specific service volumes or dollar amounts to any contractor. Contractors must provide equipment, maintain quality assurance and emergency management plans, comply with Oregon Revised Statutes and Administrative Rules regarding court interpretation and health care interpretation standards, and meet professional interpreter certification requirements appropriate to the service categories offered. The state will execute contracts substantially similar to the provided sample contract, with limited negotiation on special provisions, standard terms, insurance requirements, and federal terms and conditions.

2.4.1.3 ODHS and OHA work collaboratively, managing social services and eligibility for health and safety programs that focuses primarily on health care.
2.4.2 Project Overview and Background

Because ODHS and OHA continue to have a frequent and ongoing need to procure telephone-based interpreter services in all areas of Oregon, a determination was made to procure Telephonic Interpreter Services jointly through this Cooperative RFA. ODHS and OHA programs will be required to use the resulting Contracts for Telephonic Interpreter Services, unless the program obtains prior approval for unusual circumstances through an exception process to be established by the Agencies.
2.4.2.2 Successful Applicants shall provide Telephonic Interpreter Services on an On- Demand or As-Needed basis, 365 days a year, seven days a week, 24 hours a day, for individuals with LEP needing instantaneous Interpreter assistance.
Exceptions to this requirement can be made by the Agency for Contractors who are responding to Ordering Instructions for LLD.
2.4.2.3 Services are anticipated to be used primarily in different governmental settings to assist Agencies in meeting the needs of LEP individuals who are physically in the government office or who call in for assistance; or providing information to
