About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for Request for Application S-10000-00017152 issued jointly by the Oregon Department of Human Services (ODHS) and Oregon Health Authority (OHA) for Telephonic Interpretation Services. The procurement seeks qualified applicants to provide scheduled and on-demand telephonic interpretation services as well as high-volume call center support for clients of ODHS, OHA, or contracted partners. The services will support client services across both agencies through a joint cooperative procurement mechanism.
The attachment requires applicants to certify their status as Oregon-certified firms under ORS 200.055 through the Oregon Certification Office for Business Inclusion and Diversity (COBID), including minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, or emerging small businesses. Applicants must provide documentation of prior contractual relationships with certified and potentially certifiable firms, identify anticipated subcontracting opportunities with estimated dollar values, outline specific steps to solicit certified firms for subcontracting, and confirm willingness to report subcontractor identities and values to COBID if awarded. The information submitted in response to the disadvantaged business outreach requirements will not be considered in any scored evaluation of the application.
