About this file

This document is an Attachment G - Certified Disadvantaged Business Outreach Plan for a Request for Application (RFA) issued by the State of Oregon, acting through the Oregon Department of Human Services (ODHS) and its Office of Vocational Rehabilitation (VR). The RFA is seeking applications from providers qualified to provide employment support services to VR participants. Applicants are required to describe their outreach efforts to include certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses (Certified Firms) in subcontracting opportunities if awarded the contract. Applicants must indicate if they are a Certified Firm, provide a list of Certified Firms and non-certified minority/woman/veteran/small businesses they have had contractual relationships with in the past two years, and describe the steps they will take to solicit Certified Firms for subcontracting if awarded the contract.

The RFA does not include pricing or funding details. However, it states that Certified Firms must have an equal opportunity to participate in the performance of contracts financed with state funds, and the applicant's response to the outreach plan will not be scored as part of the evaluation. If awarded a contract, the successful applicant would be required to report the identity and value of each subcontract to the Oregon Certification Office for Business Inclusion and Diversity.
