About this file

This is a specification document for the Illinois Secretary of State's Vehicle Services Department outlining requirements for printing monthly certificate of passenger protection inserts for 2027. The project requires production of 254,012 decals across twelve months, with quantities varying by month (ranging from 19,000 units in January to 29,000 in December), plus 12 samples. Each decal measures 3/4" high by 2 3/8" wide and must be printed on transparent or white pressure-sensitive film with month-specific colors (orange for January, dark blue for February, white for March, and so forth) and black copy featuring a pantographic tint background of the word "Illinois" to prevent counterfeiting. The decals must be printed face-down for temporary adhesion to glass panels and include a tamper-evident security feature that activates upon attempted removal. Delivery is required on or before June 1, 2026, with delivery to the Winchester Distribution facility in Springfield, Illinois.

The specification mandates submission of two color sets of decals and two sets of printed instruction envelopes as proofs within five days of contract award, with the Secretary of State retaining proofs for a minimum of ten days. The vendor must demonstrate comprehensive security measures including vault storage protection, loss prevention during manufacturing and storage, and material data sheets confirming weathering test results showing no cracking, peeling, or fading after 300 hours of Atlas WeatherOMeter exposure. Overruns and underruns are limited to 1 percent, and finished samples may not be retained by the vendor. The Illinois Secretary of State requires all printing to be performed by a union print shop, with subcontracting to union shops permitted. Bidders must submit full explanations of production control precautions as part of their bid response. Failure to meet all specifications and delivery instructions will result in rejection of the forms.

PRINTING:

Face only:

Similar to copy attached.

Same style, size, and boldness of typeface as per Sample attached.

Printing of copy to be done so that it can be read from opposite side of glass to which decal is applied.

Entire face of decal to be printed using a Pantographic tint background of the word "Illinois". This is to aid in preventing counterfeiting of the inserts.

ADHESIVE:

The adhesive shall be transparent and applied to the entire face of the form.

The adhesive shall be suitable for adhesion to glass in the open panel incorporated in the Monthly Certificate of Passenger Protection.

The adhesive on the decal shall be consistent with the removability of the decal after 30 days of use but also must conform to the security feature detailed in the “Security and Anti-counterfeit Features” section of these specifications.

The pressure sensitive adhesive shall require no water or other wetting agent for activation.

The decal shall be capable of remaining completely affixed until it is intentionally and manually removed and shall be so made that a "destruct feature" will appear if an attempt is made to remove the insert.

Over this adhesive shall be an easily removed protective paper which shall protect the decal until ready for use.

METHOD OF

APPLICATION:

Remove protective paper from adhesive side of decal (face).

Position decal, then press firmly until tightly affixed to surface of clean and dry glass.

For application below 30 degrees Fahrenheit, Ultracene or equivalent adhesive shall be used in order to bond the pressure sensitive adhesive.

SECURITY AND

ANTI-COUNTERFEIT

FEATURES:

The monthly decal shall not be removable by physical or chemical means when properly applied, without irreparable damage.

The decals shall have security features that will prevent the act of counterfeiting. This shall be accomplished by incorporating a tamper evident indicator known only to the manufacturer, law enforcement agencies and authorized personnel of the State. This feature shall not show through the finished product until it is activated.

WEATHERING

QUALITIES:

When properly mounted to glass, the pressure sensitive decal shall be virtually unchanged after 300 hours exposure in an Atlas Weather‑O‑Meter or any other approved Industry Standard testing method using Sunshine carbons. There shall be no cracking, peeling, or fading after completion of this test. The testing is the sole responsibility of the vendor and therefore shall absorb the cost of said testing. The Secretary of States’ Office reserves the right to request the material data sheets that contain the results of the testing mentioned above. When an attempt is made to remove the decal from a glass panel during the testing, the decal must have the destruct feature that will resist an illegal transfer as outlined in the “Security and Anti-counterfeiting Features” section.

PACKAGING:

Each individual decal shall be inserted into a glassine envelope of such material and size as to prevent blocking or sticking to the envelope. The following copy is to be printed on inserted card stock.
