About this file
This document is a Request for Proposals (RFP) issued by the Oregon Business Development Department (OBDD) for the procurement of a booster pump to enhance the capacity of the state's Dredge Program. The Program maintains an existing Ellicott hydraulic cutterhead swinging ladder dredge and conducts maintenance operations at Oregon public ports. The booster pump is needed to enable pumping of sedimentation removed from various marina locations to permitted disposal sites. OBDD is seeking proposals that meet or exceed the detailed technical specifications outlined in the RFP, including requirements for the pump, engine, and auxiliary equipment. Proposals are due by April 6, 2022 at 3:00 p.m. Pacific Time.
The RFP provides guidance on the pricing and value criteria that will be used to evaluate proposals, which account for 60% of the total score. Proposers must also demonstrate compatibility of the booster pump with the existing dredge and provide details on the training and curriculum they will provide, which accounts for the remaining 10% of the evaluation. OBDD will negotiate a contract with the top-ranked proposer, and the successful contractor will be required to provide the necessary insurance coverage prior to performing under the contract.

Aside from requested copies, Department is not responsible for sending addenda to any potential Proposers.
Department may require any clarification it needs to understand a Proposal.
| 1.4 | PROTESTS |

1.4.2 AWARD PROTESTS
An affected offeror will have 7 calendar days from the date of the intent to award notice to file a written protest. A Proposer is an affected offeror only if the Proposer would be eligible for an award in the event the protest was successful and is protesting for one or more of the following reasons:
· All higher ranked proposals are non-responsive.
· Agency has failed to conduct an evaluation of proposals in accordance with the criteria or process described in the RFP.
· Agency abused its discretion in rejecting the protestor’s proposal as non-responsive.
