I. PROJECT SYNOPSIS
A. Project Title – Facility Integrity and Life Safety (FILS Phase 3)
B. Location – Secure Facility, Adams County, PA
C. Purpose and Background
1. Purpose: This project is the third follow-on project of a previously planned 5 year program to clean-up the roof and cavities from Asbestos Contamination and make necessary repairs and improvements for FILS Phase 3 FILS-3. The first two phases of this program have been executed with the first phase complete and the second phase underway at this time. The scope of work for this phase is intended to pick-up where the previous phases left off. Generally the work will include Wings A & B (a.k.a.
‘buildings’) and some other areas that were left undone from the previous phases.
2. Background: This facility is one building made up of several building wings running north to south designated by an alpha name A to E, and connecting corridors running east to west designated North (a.k.a. Inner roadway at lowest level), Middle and South.
a. Facility-wide design was accomplished for the wild water conveyance system in previous phases (All as-built drawings completed for the wild water conveyance system from previous FILS phases will be provided with solicitation at the pre-bid Site Walk). and is expected to be incorporated/adjusted into the work on this phase to the extent possible. If an improvement on the available design is possible, the contractor may make adjustments and deviate from the available design with written approval from the government.
b. The particular designs for each wing for lighting, guardrails and wild water pans & guttering are expected to build upon the experiences of the previous phases incorporating already approved materials and lessons learned (All as-built drawings and previously approved product/data materials completed for previous FILS phases will be provided with solicitation at the pre-bid Site Walk).
c. Inspection and mapping of rock bolts are considered incidental to the work and previous executed work plans are expected to remain in effect unless revisions to improve theses are proposed.
d. Because Value Engineering (VE) was accomplished on a previous phase, VE for this phase, even though the project is above the statutory project cost threshold, is considered a Low Opportunity project.
