RRFB Pole Systems and Signs Purchase Specification

This is a procurement specification document for the City of Green Bay, Wisconsin, detailing the purchase of Rectangular Rapid Flashing Beacon (RRFB) pole systems and signage for 63 crosswalk locations across the city. The project encompasses 48 two-pole RRFB systems and 15 three-pole RRFB systems, along with associated warning signs, mounting hardware, and pedestal bases. All systems must comply with the current Wisconsin Manual on Uniform Traffic Control Devices (WisMUTCD) and the Federal Highway Administration's Interim Approval 21 standards. Each RRFB system includes a minimum 12V/30W solar-powered battery system, radio-controlled units, dimmable beacons with Polara Bulldog push buttons, 13-foot poles with 4.5-inch outside diameter, and WisDOT-compliant pedestal bases. Sign quantities total 248 warning signs (140 at 30" x 30" and 108 at 36" x 36"), 246 diagonal arrow signs (123 each of left and right directional), 34 single-sided and 107 double-sided sign mounting kits, and 134 pedestal bases.

The specification requires all sign blanks to be 0.080-inch thick aluminum with 3M Diamond Grade Cubed sheeting in fluorescent yellow-green background with black imagery. All materials and components are specified as outright purchases with no renewal options, with the City of Green Bay handling all installation work. The document includes detailed technical requirements for color specifications (natural or gray housings and poles), light bar configurations (black back-to-back for multi-pole systems), and optional remote communications monitoring systems with associated subscription fees to be quoted separately. Pricing in the specification document shows all unit prices and total prices listed as $0.00, indicating this is a blank bid form requiring vendors to complete pricing for all line items.
