About this file

This is an addendum to Request for Bid (RFB) 2023-10 issued by the City of Green Bay, Wisconsin for Rectangular Rapid Flashing Beacon (RRFB) Pole Systems and Signs. The addendum clarifies specifications and addresses vendor questions regarding the procurement of pole systems and signage for multiple intersections. The bid is due April 6, 2023, by 2:00 p.m. CST and will be awarded per line item rather than as a complete project total. The total quantity comprises 141 RRFB systems (not 142 as originally stated due to a corrected error in cell F91), consisting of two-pole and three-pole setups with a total of 36 push buttons distributed across the systems. This is a one-time purchase with no renewal options, and the City anticipates that quantities will not vary significantly from the estimates provided. Installation will be handled by the City of Green Bay.

Key specifications clarified in the addendum include material and color requirements, with poles and housings specified as natural (unfinished) or gray rather than black powder coat, and Schedule 80 poles required per the City's Construction Standards. Vendors are permitted to propose comparable substitutes such as Campbell MOAB pedestrian buttons as alternatives to the specified Polara Bulldog buttons, and alternative RRFB models may be quoted if system specifications are justified. The City will accept systems with 15W solar panels as equivalent to the specified 30W panels if year-round sustainability can be demonstrated through solar site assessment. All necessary hardware, including brackets for mounting signs, must be included and conform to the specified color standards. Reference specifications are available in the City's Standard Specifications and Construction Standards for Public Works Construction and related detail drawings.

Rev. 03/02/2020-2023-10 Addendum (1)

Addendum #: 1

RFB#: 2023-10 RRFB Pole Systems & Signs

RFB Due Date: April 6, 2023, by 2:00 p.m. (CST)

The purpose of this Addendum is to clarify questions received from Vendors and notify Vendors of changes made to the specifications on this bid. Vendors must acknowledge receipt of any and all Addenda in the space provided in the bid documents. Failure to do so may result in rejection of the proposal. All requirements of the proposal documents remain unchanged except as cited herein.

Information contained in this Addendum will be included in any subsequent contractual agreement between the City and the successful bidder(s).

Questions & Answers, Clarifications, or Modifications Below.

Question 1: Would you be willing to accept Campbell MOAB pedestrian buttons as an alternative to the specified Polara Bulldog buttons?

Answer: Yes, a comparable substitute is allowed. Please list as an exception. Please provide a cut sheet for reference.

Question 2: Will this bid be awarded per line item or as a complete total project?

Answer: Per line.

Question 3: In the Excel spreadsheet, looks like there are 48 x 2 - Pole Setup and 15 x 3 - Pole

Setup shown in cells G5 and G8 respectively. It is my understanding that this will add up to 141 x RRFB systems, however, cell F97 has a total of 142 systems. Can you verify the proper quantity of RRFB systems to quote?

Answer: There is an error in Cell F91. It is shown as 3 but should be 2. Making the change corrects the math. There are 141 total poles and concrete bases, not 142.

Question 4: Would you accept a second RRFB model to be quote for specification “F” in the

RRFB Excel document? Adding a cellular modem for remote connectivity will increase the power draw on the system, and therefore, a larger system/different RRFB model may be required. Data sheets on the larger system can be supplied in addition to the unit pricing.

Answer: Yes.

Question 5: The specifications call out an RRFB system with a 30W solar panel. Would the city accept a system with a 15W solar panel as an equivalent if year-round sustainability can be proven through a solar site assessment?

Answer: Yes.

Question 6: Can the city confirm that each system in the three-pole assembly has a push button associated with it?

Answer: (6) 3 Pole Set Up will have a push button on the middle pole, (9) 3 Pole Set Up will have push buttons on the outer (2) poles ONLY. Total of 36 push buttons.

Question 7: Could you please let us know if the line items for this bid will be purchased completely at one time in order to save money on shipping or if purchases will be made in different quantities throughout the calendar year?

Answer: Ideally, we’d make a one-time purchase, but are also open and understanding to the idea that this isn’t necessarily achievable based on the large order quantity. At a minimum, items will be gathered for efficient shipments.

Question 8: Can you provide the City of Green Bay specs/drawings for the 13’ poles, anchor bolts, and pedestal base with bolt pattern?

Answer: See Sections 703 and 706, and our standard detail drawings towards the end of the document. https://greenbaywi.gov/DocumentCenter/View/4947/Standard-Specifications-and-Construction-Standards-for-Public-Works-Construction---2023-Edition-PDF?bidId=

Question 9: Do the poles and bases need to be powder coated black?

Answer: Housings and poles shall be natural (unfinished) or gray in color.

Question 10: For the 3 - Pole Setup, did you want a push button on the middle pole along with the outside poles totaling (3) PB’s per 3 - Pole Setup?

Answer: (6) 3 Pole Set Up will have a push button on the middle pole, (9) 3 Pole Set Up will have push buttons on the outer (2) poles ONLY. Total of 36 push buttons.

Question 11: For Location #58 (E Mason and Hartung) the spreadsheet has it listed as a quantity of 3 RRFB’s, but it has a number “1” listed in the column that states a 2-Pole System. Which one should it be?

Answer: There is an error in Cell F91. It is shown as 3 but should be 2. Making the change corrects the math. There are 141 total poles and concrete bases, not 142.

Question 12: Are there any special brackets to attach the signs to? Banding? Do they need to be black in color as well?

Answer: All necessary hardware including brackets, if needed, must be included to mount signs to the poles. Brackets need to be natural (unfinished) or gray in color.

Question 14: While the Contract Quantities (1.19) state that the qty’s are no guarantee that is what the City will order, does the City anticipate ordering a few large orders? Or will there be several small orders throughout the year?

Answer: We do not anticipate quantities varying from the estimate significantly if at all.

Question 15: Is this a 1-year contract or multiple years?

Answer: This is currently setup as a one-time purchase.

Question 16: Are schedule 40 poles acceptable or do they need to be schedule 80?

Answer: Schedule 80 (0.337 inches). We state 7-gauge or better. Our spec also points to

WisDOT’s spec, which says Schedule 80. And S80>or=7-gauge or better.
