About this file

This is a vendor question and answer document for Red Rocks Community College (RRCC) regarding snow removal services for parking lots at the Arvada Campus in Colorado. The scope of work is limited to plowing and treating parking lots and vehicle-access areas, specifically five parking lots plus entrances, with a sixth parking lot anticipated to be added in January 2028. A sixth location at 5335 North Miller Street containing approximately 20 spaces is expected to be included beginning January 2028. The solicitation requires all snow to be cleared by 7:00 a.m., with completion defined as plowed and treated pavement with some residual accumulation acceptable. Service will also extend to the Lakewood Campus with a required response time of 1-2 hours after RRCC requests service. Sidewalks and other pedestrian areas will be handled by RRCC Facilities Staff and are not included in the contract scope.

Billing commences upon contractor arrival onsite with rates structured as hourly equipment charges and material costs for all listed equipment categories treated as projected options to be priced when used. Contractor-owned equipment is preferred, though qualified rental equipment is permitted. Mobilization and travel may be billed as separate line items for Lakewood Campus services. Year 2 and Year 3 pricing and percentage increases for Years 4 and 5 are subject to a best attempt and fair price estimate requirement, with the acknowledgment that prices increase over time beyond projected submission amounts. No historical usage data regarding prior-season equipment hours, deicer tonnage, service-call frequency, or annual spending is available, as this service line has not been previously triggered at the Lakewood Campus.

Snow Removal for Parking Lots at Arvada Campus Vendor Questions and Answers (in blue)

1. Service areas: Is the scope limited to parking lots and vehicle-access areas, or does it include sidewalks, entrances, stairs, loading areas, fire lanes, or other pedestrian areas? Bobby had mentioned there are no sidewalks involved.

Sidewalks will be handled by RRCC Facilities Staff.

2. Completion standard: The solicitation requires “all snow cleared by 7:00 a.m.” What condition is required at completion: bare pavement, plowed and treated, or passable with some residual accumulation?

Plowed and treated with some residual accumulation being ok.

3. Future Arvada location: Should location #6 at 5335 North Miller Street be included beginning October 1, 2026, or will it be added later?

Anticipated January 2028.

4. Hourly billing: When does billable equipment time begin and end? Should rates include mobilization, travel, loading, and return travel? Are minimum service hours or billing increments permitted?

Upon arrival onsite. No. Minimum service hours will suffice with the understanding that bigger snow events will change the calculations.

5. Lakewood Campus:

As this is a large campus and vital that we plan resources accordingly, I'd like clarification on the following:

a. What response time is expected after RRCC requests service?

1-2 hours

b. Would Lakewood service be billed under the submitted hourly and material rates?

Yes

c. May mobilization and travel be billed separately?

Yes, separate line items.

d. Is there any anticipated scope or historical service volume available?

No, this has never been triggered.

6. Equipment requirements: Are all listed equipment categories mandatory, or are they projected equipment options to be priced when used? Must equipment be contractor-owned, or can qualified rented be used?

Projected equipment options to be priced when used. Preferably contractor owned.

7. Renewal pricing: Are the Year 2 and Year 3 prices and the percentage increase for Years 4 and 5 binding if RRCC exercises its renewal options? How should the stated percentage be applied?

A best attempt and fair price estimates should be submitted with the understanding that prices do increase overtime at amounts over projected submission.

8. Historical usage: If available, could RRCC provide prior-season equipment hours, deicer tonnage, service-call frequency, annual spend, and any information about snow-storage or relocation needs?

N/A

9. I attached two site maps, are we bidding on everything outlined in Red?

Plowing is limited to entrances to the parking lots, and parking lots. It does include 5 total parking lots (with a 6th in January 2028 approx. 20 spaces) See **map below.
