STATEMENT OF WORK

A. Description of Services/Overview

The Contractor shall provide all labor and materials necessary for the provision of the Video Surveillance System (VSS) upgrade ser-vices as required below.

The Railroad Retirement Board intends to make a single award to a responsible entity to provide all necessary equipment, labor, ma-terials, and incidentals to upgrade the RRB’s VSS by furnishing and installing 13 additional 1080P high definition IP cameras for the inside of the RRB Headquarters (HQ) facility, 4 additional new 1080P high definition day/night with infrared illumination dome cam-eras for the outside of the RRB HQ facility, and 1 additional wide angle IP camera at the loading dock ramp of the RRB HQ facility per the drawings in ATTACHMENT B, AVAILABLE UPON REQUEST - See instructions for requesting Attachment B in Sec-tion I, above. This is the equipment the RRB believes is needed to upgrade its current VSS. The contractor shall after inspecting the

Document Number: RRB16Q0029 PROCESSED Page 5 of 32 site, design a complete VSS upgrade that will meet or exceed the RRB's requirements of the new equipment. These new IP cameras must operate along with the existing 32 analog cameras currently in operation at the RRB HQ facility. In addition, the contractor is re-sponsible to replace and install all associated devices needed for recording video feeds received from all cameras, both existing and new. Data retention for the entire VSS shall be a minimum of six calendar weeks of recordings for every camera, existing and new. The contractor shall also replace the (4) existing 17” monitors at the lobby security desk with (4 each - RRB estimate) 22” wide color monitors (there are size-line of sight concerns at the security desk with any larger size monitors), two (2) on the security desk and two (2 each) Dual Articulating Monitor Arms which must be installed to maintain visual line of site at the security desk in the 1st floor lobby.

Note: All drawings show the location that the RRB prefers the new cameras are installed. If the contractor proposes a camera at a differing location, the Contractor MUST ensure that the camera(s) equal or exceed the viewing area, or provide for great-er security of the RRB.

B. Scope of Work:

1. Recording Equipment:

The contractor shall be responsible for replacing all existing VSS DVR’s and the removal of the existing matrix switches and all old video equipment. The existing 32 analog cameras that are connected to the DVR's will need to be reconnected to the new camera recording equipment thru a new contractor proposed Video Management Security (VMS) Software that shall control the entire VSS. PHASE 1. New digital infrastructure and conversion of all existing CCTV equipment from analog to digital.

• The contractor shall replace all recording equipment and convert all existing cameras to digital. The contractor shall replace all recording equipment, necessary infrastructure, and convert all existing cameras to digital. The contractor, to the maximum extent possible, shall reuse or convert all existing equipment in Phase 1 with the exception of the equipment listed below:

• Solution MUST be fully operational during (as stated in A-G, above), and at the completion of Phase 1.

PHASE 2. Install all new ADDITIONAL cameras wherever located, cable as necessary - as stated in A-G, above and shown in At-tachment B – provided upon request. If the contractor breaks up into sub tasks this or any other phase (by floor or other logical grouping proposed by the contractor) for the business and technical offering, the sum of the sub tasks MUST equal the offer for the entire phase.

• The solution MUST be fully operational during (as stated in A-G, above), and at the completion of Phase 2.

PHASE 3. Replace all interior analog cameras with new cameras, replacing, installing, re-cabling all remaining cameras not done in either phase 1 or 2, installing remaining new equipment (if any) that was re-used or converted in phase 1, and completing all the re-maining requirements as stated in A-G, above. Solution must be fully operational at the completion of Phase 3.

ADDITIONAL NOTES FOR PHASES: The RRB realizes that there may be a more cost effective logical way to "break up" the re-quirements listed above in A-G. Therefore, the RRB asks that all offerors propose the phases as stated above, AND submit an AL- TERNATE TECHNICAL AND PRICE PROPOSAL, if the contractor believes that they can propose a better value to the RRB by proposing an alternative phased approach. See Section V for submission instructions and Section VI for evaluation and best-value

Document Number: RRB16Q0029 PROCESSED Page 8 of 32 award determinations.

H. Minimum Guarantee: The RRB desires to award the entire project, but can only guarantee award of Phase 1 at this time due to available funds. Therefore, the contractor must offer a solution that will be operational at the completion of Phase 1, and any other Phases or alternate solutions awarded.
