Addendum No. 1 J – 37A May 23, 2023
DIGITAL UTILITY AS-BUILT (Illinois Tollway) Effective: April 27, 2022
Description. The work shall consist of the collection, and the documentation of each utility installation with subsurface attributes. This shall include all information installed by the contractor or potholed at the direction of the engineer for location confirmation. The subsurface utility quality levels for all installed underground utilities will follow the Illinois Tollway quality levels (QL) described as follows:
• QL-A indicates the precise horizontal and vertical location of utilities obtained by the actual exposure (or verification of previously exposed and surveyed utilities) and subsequent measurement of subsurface utilities, usually at a specific point. Relative local positional accuracy shall be equal to or less than 0.2’ Vertical and 0.1’ Horizontal
• QL-B indicates information obtained through the application of appropriate surface geophysical methods to determine the existence and approximate horizontal position of subsurface utilities. Survey of the surface marker shall have a relative positional accuracy equal to or less than of 0.2’ Vertical and 0.1’ Horizontal
The utilities to be relocated or installed outlined in S.P. 106 are to be collected unless installed by non-Tollway contracts. These utilities for collection may include but are not limited to the following:
Fiber Optic Cable (ISTHA) Electrical Cable (ComEd)
Equipment. Equipment for data collection may include but not limited to GPS Rovers, Base Stations and Total stations that meet the minimum accuracy requirements. Equipment used to collect this data shall be properly calibrated and capable of meeting a minimum accuracy of 0.05’ Vertical and 0.05’ Horizontal, under optimal conditions.
Notification. Prior to initiating field work, the contractor shall provide advance notification in accordance with Article 107.31 of the Illinois Tollway Supplemental Specifications.
Data Collection. Before work is started, conduct research of available utility records to assist in identifying utility owners who may have facilities at the project site and/or whose operations may be affected by the project. Sources of information may be state, city, and county agencies. Previous collected data shall be translated to the current project coordinate survey control in accordance with Article 105.09 of the Standard Specifications.
The contractor should obtain survey data during or immediately after installation of the utility for QL- A. Where contractors were unable to obtain information immediately after installation, or the utility is buried during installation, then QL-B shall be collected and documented, and state why QL-A was not obtained as a note. For open trenched or exposed utility installation, QL-A shall be obtained at intervals of 25 ft and at directional changes with a minimum of 2 points. Non-Disruptive utility installation or boring will result in a combination of quality Level A and B. QL-A will be obtained at the exposed locations at either end of the open pit for the bore machine. During installation, the receiver operator shall denote horizontal location and depth every 25’, with a minimum of 2 points approximately 1/3 of the length on shorter runs. These locations shall be surveyed and will result in a QL-B. When taking survey shots on the utility, the location on the utility needs to be documented using the survey P-code structure.
Addendum No. 1 J – 37B May 23, 2023
When collecting data, survey shots can be taken at different location along a utility. Location of collected data for round utilities the preferred survey shot is in the center of the utility. For square utilities the edges and corners should be shot. Documentation should be specified in the survey P-code structure. Manholes, catch basins, valve vaults and similar items shall be collected at the center of the actual structure and not the center of frame or access port. Frame rim elevation values should be included in the data points comment.
Exploration. Where the contractor will be required or directed by the Engineer to expose utilities, the contractor shall backfill the test survey potholing and all open trenches using the soil previously removed, unless directed otherwise by the Engineer. Potholing shall conform to EXPLORATORY POTHOLING, UTILITIES. Reuse of excavated material from trenches shall be in accordance with the Illinois Tollway Special Provision for “Disposal of Regulated Substances and Uncontaminated Soil”. Placement and compaction of the soil in the trench shall be in accordance with the Illinois Tollway Special Provision for “Embankment.” Surplus material for the trenches may be used within the project limits or disposed of off-site in accordance with the Illinois Tollway Special Provision for “Earth and Rock Excavation.”
Documentation of Utility and Deliverable. The contractor shall record the dimensions and elevations of the existing utility. If the existing utility is a circular pipe, document and provide the outside diameter. If the existing utility is rectangular in shape (e.g., concrete duct bank), document and provide outside dimensions for its height and width. Record all visible features of the utility (i.e., joints, pipe materials, bedding, etc.). Digital photographs of the utility and the test hole location shall be taken. Record time, date, location, and direction of the view of the photograph.
The utility information and photographs shall be documented using the Illinois Tollway survey coding system. The Illinois Tollway utility coding consists of five major components. These different components are combined into a full survey code. Refer to Figure 1 below for the format, table, and structure of the codes to be implemented on the as-built files and other associated documents.
Definitions
Survey Code The survey code represents the surveyed element.
Quality Level Include Quality Level on each point to provide information about the confidence of the utility.
Point Sub-Code The sub-code is information supplementing the Survey Code. These are mainly material, but also contains specific item names which are part of multiple survey codes.
Point Location A code that defines the point of reference for the survey information. The location is used to define the origin of the feature, which translates to the precise location of the asset.
Description The description will vary depending on the survey code.

Accuracy Testing & Reporting. A post processing report from the survey equipment shall be submitted. When using the global National Satellite Systems (GNSS) on a project, this survey report shall contain standard content for that equipment. Manufacturer-specific programs are acceptable for GNSS processing. When using these programs, a least-squares network adjustment must be applied, and a statistical analysis included in the survey report. If localizing, provide a transformation report.
Data Submittal. Upon completion of installation, the Contractor shall submit to the Construction Manager, all data collected and obtained to complete the task, including but not limited to:
1. Survey unadjusted files
2. ASCII Coordinates (Point Survey codes)
3. Compiled CADD drawings
4. All field notes, associated data
5. Survey dates of collection
6. Data accuracy test report
7. Translation or similar report to demonstrate adherence to project coordinate grid.
8. Equipment data sheets and annual calibration certificate.
Survey Unadjusted files.
Conventional Survey: The raw files are the unadjusted files directly from the field equipment. This file will include the keyed in points, base station set-ups, horizontal and vertical angles of side shots.
GNSS Survey: Create point reports including collection point name, grid coordinates, point code, horizontal and vertical precisions, Position Dilution of Precision (PDOP), and the number of satellites.

The digital CADD data shall be in a form which can be read by the Bentley software required by the Illinois Tollway. The surveyed utility information shall be included in this file. It also includes connecting data shots from point to point for each utility or element. This file shall be modified to eliminate errors. These modifications include verify points, coding discrepancies, and removing inaccurate shots.
Quality Plan. The contractor shall be responsible for maintaining the quality records. The contractor shall submit a quality plan for approval prior to utility work which includes trained staff and type of training, control point verification and collection procedures. At any point in the surveying process, the contractor will make records available to the Illinois Tollway for a quality review. Work shall consist of a check into verified control before beginning each day’s data collection, at a minimum of every 2 hours after that, and before leaving the site. In accordance with a quality plan, the contractor shall have qualified staff that is trained to perform the work and a quality manager to confirm and maintain records.
Method of Measurement. This work will be measured for payment in foot along the centerline of the utility line.
Addendum No. 1 J – 37E May 23, 2023
Basis of Payment. This work will be paid for at the contract unit prices per FOOT for DIGITAL SURVEY QL-A or DIGITAL SURVEY QL-B. Utility potholing will be paid for as EXPLORATORY POTHOLING, UTILITIES. A separate payment will be made for each utility based on the Quality level of survey completed on the utility line.
