SECTION 3 - PROJECT SCOPE
The City of Orlando (“City”) is seeking a consultant (“Consultant”) to perform the scope of work set forth below for the City’s HVAC Enhancement and Auxiliary Power for Resilience Hubs Project (“Project”). The Project generally consists of the design of mechanical and electrical system improvements at six (6) City neighborhood centers serving low-to-moderate income (“LMI”) communities as part of the City’s development of community resilience hubs. In order to submit a Qualification Statement in response to this solicitation, a firm must as of the due date for submittals be authorized in the State of Florida to provide engineering services in Florida as a business organization pursuant to Section 471.023 of the Florida Statutes.
The Project is being funded 100% by financial assistance received by the City through a Housing and Urban Development (“HUD”) CDBG-MIT (Community Development Block Grant – Mitigation) Subrecipient Agreement awarded to the City of Orlando and facilitated by Florida Commerce (“FLORIDA COMMERCE”). The City received an award for the Project of $2,850,000 inclusive of all design, construction and other Project costs, with $660,000 allocated for professional services to be performed under this solicitation. All work performed pursuant to this solicitation shall be conducted in compliance with the terms of the City’s Subrecipient Agreement.
A. Background
The City proudly serves nearly 300,000 residents and is governed by a Mayor and City Council. The City is developing Resilience Hubs in order to provide climate resilience, enhance and improve community cohesion and connectivity, center proactive preparedness, emergency management, and support to residents before, during, and after hazard events.
As explained by the Urban Sustainability Directors Network (USDN) and as background for this Project, Resilience Hubs are community serving facilities augmented to support residents, coordinate communication, distribute resources, and reduce carbon pollution while enhancing quality of life year-round. Hubs can be used to meet a myriad of physical and social goals by utilizing a trusted physical space such as a community center, recreation facility, or multi-family housing building as well as the surrounding infrastructure such as a vacant lot, community park, or local business. They can also be used to provide an opportunity to effectively work at the nexus of community resilience, emergency management, climate change mitigation, and social equity while also providing opportunities for communities to become more self-determining, socially connected, and successful before, during, and after disruptions. Resilience Hubs are focused on empowering the community and are intended to provide services and programming to communities year-round. For more information on Resilience Hubs, please see USDN’s Resilience Hub Guidance Document for additional context and information (Attachment 1).
B. Purpose of Solicitation
At this time, the City plans to improve six (6) neighborhood centers in the City’s most marginalized areas to develop them into resilience hubs, which are estimated to serve 12,175 individuals. The Project has two main purposes, improvements to the ventilation systems and improvements to the electrical systems at the six neighborhood centers.
LMI communities often suffer from poor investment in infrastructure, increased toxins and air pollution, and negative health consequences thereof. In addition, LMI communities are also more vulnerable to power disruptions. Through this solicitation, the City seeks to design enhanced ventilation at six neighborhood centers to provide a healthy space for community members to gather

Procurement and Contracts Division Page: 7 and participate in programming and services and to design resilient power systems capable of ensuring service continuity and supporting community adaptive capacity every day, in the event of disruption, and throughout disruption recovery. It is the City’s goal that the hubs will provide continuity of services to the local community before, during, and after disruption events such as providing a place for distribution of food and water, aid and benefits registration, climate-controlled spaces, food storage and preparation, and computer and internet access.
The Project is driven by both Orlando’s commitment to equity and proactive preparedness, as well as by community vulnerability to storms and hurricanes, which can cause power outages, food shortages, and disrupted access to ice, clean water, and internet. The City’s interest in pursuing enhanced Heating, Ventilation, and Air Conditioning (HVAC) and electrical infrastructure for community resilience hub projects reflects the following City goals:
1. Development of community resilience hubs as part of City’s Green Works Orlando
Initiative reflecting Mayor Buddy Dyer’s commitment to sustainability and his goals to enhance quality of life and create equitable access to resources and services for the entire Orlando community;
2. Providing a safe location with consistent power access for use following a grid outage or other hazardous event that is open to the public and capable of supporting fully facility operations and access to internet and electronic device recharging;
3. Supporting improved air quality in the Resilience Hubs for day-to-day operations as well as during crowded conditions when community members gather to receive emergency services; and
4. Demonstrating the City’s commitment to equity by serving LMI communities who are more likely to be disproportionately impacted by disruptive events.
C. Project Scope of Work
