1.0 SCOPE OF SERVICES

1.1 General Requirements

The Contractor shall conform to requirements for installation, operations, maintenance, and data delivery services as specified. A table of current flow monitoring sites, rain gauge stations, and site descriptions are provided in Appendices B through D.

1.1.1 All new or upgraded flow monitors and rain gauges shall be installed according to the manufacturer’s specifications.

1.1.2 The flow monitors and all necessary appurtenances for this project must be manufactured for sanitary sewer flow applications. The equipment used shall be manufactured by ADS, ISCO or approved equal. The flow monitors shall employ ultrasonic depth sensors as a primary measurement device for accuracy, and a pressure sensor as a backup depth measurement to measure surcharge depth should it occur, and a velocity sensor. In addition, the flow monitors shall provide a sensor to measure temperature of the flow in the pipe. All appurtenances and ancillary equipment or supplies used in the flow monitors, including batteries and antennas shall be standard equipment for the proposed devices. Any non-standard or substitutes must be specifically identified by the Proposer and approved prior to use by both the manufacturer and the Owner.

1.1.3 Work at certain sites may require traffic control plans to protect the public and the Contractor’s work force. The Contractor shall be responsible for contacting any and all agencies for stipulations regarding traffic control measures and shall be responsible for the development and submission to the proper authorities

(including GCDWR) of any required traffic control plans. The Contractor shall be responsible for furnishing all required barricades, advance warning signs, detour signs, lights, etc. that may be required as a condition of Federal, State, or local requirements. Certain sites will require work performed in easements, GCDWR will only clear easements that are currently on the rotation unless the easement is impassable by overgrowth that can’t be cleared by hand tools. Fallen trees will be removed at the discretion of the GCDWR project manager, i.e. the tree is covering the manhole or multiple trees impeding access to the entire easement.

Easements do not always have access with a conventional vehicle if manhole entry equipment is needed the contractor shall be responsible for accessing and getting that equipment to the site by means of alternative vehicles or carrying by hand. If access is needed to private property not contained in a GCDWR easement the contractor shall be responsible for contacting the owner of the property for access initially. If the owner refuses access to property, then the contractor shall use necessary means to access from easements.

1.1.4 The Contractor shall provide written notification to the GCDWR Contract

Manager one week in advance of whenever work involves bypassing, blocking, or diverting flows. The work shall follow the requirements set forth in this

Specification and shall not begin before notification of and approval by the

RP034-24 Page 18

GCDWR Contract Manager.

1.1.5 The Contractor shall meet the minimum experience requirements defined in

Section 2.0.

1.2 Flow Monitoring Installations

The Contractor may request a change in location if an alternate site is more hydraulically suitable for flow monitoring a certain sub-basin; however, “billing meter” locations shall not be changed. The Contractor shall submit any request to change location in writing to the GCDWR Contract Manager for review. Approval of such requests shall be at the sole discretion of GCDWR.

1.2.1 Site Inspection – Prior to installations, each site shall be inspected to determine hydraulic suitability. Pipe size should be field verified and recorded. This shall require descending into the manhole to ensure adequate inspection and determination of channel geometry for use in flow calculations. The Contractor shall not rely on as-built drawings for the determination of pipe geometry or slopes. Any discrepancies in diameter between GCDWR GIS and field measurements shall be discussed with GCDWR Project Manager.

1.2.2 Submittals –For each site, a site installation report will be submitted to the

GCDWR Contract Manager for review and approval of the proposed installation site as described in section 1.2.1. The GCDWR Contract Manager shall have seven (7) calendar days in which to review and respond to the Contractor.

Existing sites do not need to be pre-approved by the GCDWR Contract Manager.

1.2.3 Utilities –If AC power is required for operation of a proposed new site, the

Contractor shall be responsible for arranging installation of power. Immediately upon system acceptance as specified in Section 1.2.12, all power accounts shall be transferred over to Gwinnett County Department of Water Resources, who shall be responsible for payment. GCDWR shall be responsible for obtaining all easements necessary for connection of new power utilities. GCDWR shall be responsible for any costs associated with the installation of AC power if it is required.

1.2.4 Calibration – Proof of initial calibration of each monitor after each installation shall be submitted to the GCDWR Contract Manager within 7 days of installation.

The Contractor shall perform a minimum of two (2) manual depth and velocity measurements at every site after installation to confirm that the sensors are measuring accurate depths and velocities. The two manual confirmations shall occur on different days within 7 days of the installation. Accuracy shall be within the range specified in Section 3. Monitors that do not conform to these specifications shall be repaired or replaced as necessary to meet the specifications at the expense of the Contractor. The GCDWR Contract Manager shall reserve the right to recommend to Contractor that any individual monitor be removed and re-calibrated if the flow monitor is recording inaccurate or invalid data per Section 1.6. The Contractor shall perform calibration at least once a month for billing meters and at least once every six months for the remaining

RP034-24 Page 19 monitoring sites during the life of the contract.

1.2.5 Activation – The Contractor shall activate all the flow monitors and telemetry systems at each location and shall transfer all site-specific data and communication files for each site to the GCDWR Contract Manager upon activation.

1.2.6 Manual confirmations of depth and velocity shall be performed when sensors or monitors are replaced, or an unexplainable hydraulic shift is observed in the data. All confirmations points will be plotted on the hydrographs and scatter graphs submitted for each site. If the confirmation data does not fall within the accuracy specified in Section 3, then the monitor shall be re-calibrated.

1.2.7 The flow monitors and rain gauges shall be programmed to acquire and store data at a minimum of 15-minute intervals for flow monitors and 5-minute intervals for rain gauges. Faster rates of 2-minute intervals may be requested for some sites and special investigations.

1.2.8 Safety – The Contractor shall be solely responsible for taking all necessary safety precautions in the performance of its services, even if GCDWR is on-site.

Due to the requirement to enter active sewer lines to fulfill this contract, the

Contractor is advised that the sewer and manhole environment may be oxygen deficient and may contain toxic and/or explosive gas vapors and liquids, as well as the health hazards associated with contact with raw wastewater. The

Contractor is further advised that night activities may be necessary where minimum flow levels are involved. The Contractor shall follow all applicable

Federal, State, local and OSHA Regulations for manhole work and confined space entry.

1.2.9 Maintenance of Continuous Operation - Installation of the system shall be conducted in such a manner that there shall be minimum interference with the continuous operation of the existing sewer system. Contractor shall be responsible for any damages to public or private property or fines incurred as a result of negligence or other Contractor error. Data review by a trained data analyst is required to ensure that flow monitoring equipment is not interfering with the continuous operation of the sewer system.

1.2.10 Bypass Pumping and/or Line Plugging - Where required for the installation of system components, the Contractor shall be wholly responsible for bypass pumping of wastewater and/or temporary plugging of sewer lines. Contractor shall be responsible for supplying all pumps, conduits, and other equipment and manpower needed to divert the flow from one point in the sewer system to another point in the sewer system. The bypass system shall be of sufficient capacity to handle maximum anticipated flow at the particular site. No disruption of service will be allowed without prior approval of the GCDWR

Contract Manager. Prior to installation requiring bypass pumping, Contractor shall submit to the GCDWR Contract Manager for approval the bypass pumping plan including pump size and configuration, contingency plans for pump failure or unexpected rainfall, duration of bypass pumping event, and other relevant

RP034-24 Page 20 information. At the GCDWR Contract Manager’s direction, bypass pumping may be delayed until a later- specified time if significant rainfall events have recently occurred or are predicted to occur in the immediate future. Contractor’s bypass pumping plan shall anticipate rainfall events and shall include a contingency/backup plan to address them. If bypass pumping is required on a

24-hour basis, pumping units shall be provided with complete backup units and shall be equipped with noise attenuators that limit the noise level to a maximum of 70 dBA at 30 feet. Bypass pumping equipment shall be manned 24-hours per day during operation. Precautions must be taken to ensure that sewer flow control operations do not cause flooding or damage to public or private property.

Contractor shall be responsible for any damages to public or private property or fines incurred as a result of negligence or other Contractor error.

1.2.11 As part of the installation process the Contractor is required to maintain a complete record of each installation on a Site Report that will list all pertinent installation information including pipe diameter, manhole depth, location, pipe configuration drawings or schematics, the serial number of the device(s), the associated IP address or phone number, the date of installation, the location of the installation (including the Facility ID of the manhole and the pipe in the case of flow monitors and the address or other identifying feature for the rain gauges), the date(s) for any service or calibration of the equipment, and pictures of the sensors and monitor installation. The Site Report shall be submitted for approval to the GCDWR Contract Manager with the signature of the GCDWR Contract

Manager indicating acceptance. The Site Report shall include as a minimum:

1) A sketch or photo of the manhole with all pipes entering and leaving the manhole annotated with the Facility ID, size, and the direction of flow for all pipes entering/leaving the manhole.

2) All field-verified dimensions of the manhole and all pipes

3) A description of the hydraulic flow conditions

4) The type of meter to be installed and the expected precision of measurement over the range of expected flows

5) Photo of installed sensors and meter (logger) and above ground perspective photos

1.2.12 Site Restoration – At completion of any installation, the Contractor shall remove all rubbish, construction debris, and excess materials resulting from the work from each individual site and shall leave the above ground and street-side working areas in a neat condition satisfactory to the GCDWR Contract Manager.

The Contractor shall dispose of said material in an approved and legal manner.

Installation sites shall be restored to original condition as quickly as possible after installation is completed and before final site acceptance. Contractor is responsible for replacing in kind and matching original condition of any landscaping that has been destroyed or removed due to the installation of the meter or utilities.
