About this file

The document is Addendum No. 1 for Request for Proposal RP034-24, Provision of Sanitary Sewer Flow Monitoring and Maintenance Services on a Multi-Year Contract, issued by the Gwinnett County Department of Water Resources (GCDWR). The addendum modifies the original RFP, including postponing the proposal submittal deadline to September 10, 2024, clarifying that vendors cannot submit a proposal on only a portion of the scope of services, and confirming that annual price escalation will not be allowed. The contract term is for five (5) years.

Regarding pricing, the addendum notes that bonds are not required for this solicitation. It also states that the County will not purchase the existing flow monitoring equipment, and vendors cannot bid only on the optional software portion. The County requires consistent and high-quality data, and the additional flow monitors will be used for micro-monitoring as needed.

Addendum #2

August 30, 2024 Addendum No. 1

RP034-24

Provision of Sanitary Sewer Flow Monitoring and Maintenance Services on a Multi-Year Contract

***PROPOSAL SUBMITTAL DEADLINE HAS BEEN POSTPONED

UNTIL SEPTEMBER 10, 2024, NO LATER THAN 2:50PM***

The following addition/changes modify Proposal No. “RP034-24 e Provision of Sanitary Sewer Flow Monitoring and Maintenance Services on a Multi-Year Contract,” Contract Documents, dated August 2024, as first advertised on August 14, 2024.

I. Modifications:

M1. In the Request for Proposal, CHANGE the date shown from “September 05, 2024” to “September 10, 2024”. This date change should also be changed throughout the Request for Proposal documents.

M2. Please revise Page 2, I, A of the Request for Proposal to the following:

A. The Gwinnett County Department of Water Resources (GCDWR) hereby requests Proposals for Sanitary Sewer Flow Monitoring and Maintenance Services for a five (5) year contract term.

II. Questions:

Q1. Can vendors submit a proposal only on the Scope of Services covered under 1.3 and 1.4?

A1. No, vendor cannot submit a proposal only on the scope of services covered under 1.3 and

1.4.

Q2. Will the County allow companies to only bid the optional software portion?

A3. No, vendors cannot only bid on the optional software portion.

Q3. Please provide Pre-Proposal Conference sign-in sheet.

A3. Please see attached A1 below.

Q4. Will the County consider allowing for annual escalation in prices for this contract?

A4. No, this contract will not allow any annual escalation in pricing.

Q5. Are bonds required? In several places it mentions bonds but says “if needed”.

A5. Bonds are not required for this solicitation.

Q6. In the Request for Proposal page 2, I., A.; it mentions this as a four (4) year contract term, but the bid tab indicates 60 months or 5 years, which is correct?

A6. Please see modification M2 above.

Q7. Has the County opted to use the previous contractors I/I tools?

A7. Yes, the optional analytical I/I software has been utilized.

Addendum No. 1

Q8. Will the County allow a time extension of the due date with the holiday and the hard copy requirements?

A8. Please see modification M1 above.

Q9. Is the County going to require the winning firm to replace all of the existing ADS meters regardless of who wins? The incumbent firm will have a distinct competitive advantage if they do not have to purchase, remove and install all new flow meters and rain gauges.

A9. The County requires the winning firm to provide data that is consistent and of high quality.

Q10. Will the County consider acting on the option to purchase the ADS equipment for the residual amount and allow the winning bidder to pay that residual price to the County or the previous vendor to take ownership for the existing meters upon notice of award of this contract?

A10. The County does not intend to purchase the existing equipment.

Q11. If yes to #10, will you allow the equipment to stay in place until and after the transfer talks place? This would be low risk to the County as the service life of the meters should be several more years and the successful bidder is responsible for replacing failed meters and parts as they fail. This way the County would not have to own them for long.

A11. Please see A10. above.

Q12. With the permanent network at approximately 165, why does the bid tab request 200? Are the extra 35 to be used for the micro monitoring or do we need to keep additional meters available for that?

A12. The additional monitors will be used for micro monitoring, as needed.

Q13. Item 5 in the proposal fee is a lump sum per month. Can this item be modified to be per unit per month?

A13. No, Item 5 shall include all costs required to host and display all data as specified in Section

1.4 of the Technical Specifications included in Appendix A.

Q14. In section 4.2.5, the rain gauge is required to handle a max intensity of 28 in/hr. Would

Gwinnett County consider the HOBO RG3 Rain Gauge an approved equal?

A14. Requests for approval of an “approved equal” product will only be evaluated following the proposal opening. Approval of any “or equal” products submitted for consideration will be at the Owner discretion.
