ADDENDUM #1

RP031-24, Provision of On-Demand Design, Fabrication, Installation and Demolition of Playground

Equipment and Surfacing on an Annual Contract

QUESTIONS & ANSWERS:

Q1. Can the 4-week production timeline be extended?

A1. 1.10.1 shall be adjusted to the industry standard of 6-8 weeks.

Q2. For the disposal cost for demolition, what materials should we be accounting for?

A2. Equipment, site amenities, safety surfacing, subsurfacing (stone), soil, and drainage should all be considered for the disposal cost for demolition.

Q3. Are we allowed to include caveats on the pricing sheet? For example, minimum 100 CY loads for the engineered wood fiber OR minimum 20 CY dumpster loads for removal of demolished equipment, etc.

A3. Unit pricing shall not include caveats.

Q4. Are we expected to use the entire budget?

A4. For the purposes of the Best Friend Park sample project, the vendor should use the entire budget.

Q5. Is permitting required?

A5. Permitting will not be required for playground replacements.

Q6. For the sample project for Best Friend Park, is demolition of existing equipment required and, if so, should it be included in our $450,000 budget?

A6. Yes, demolition and haul-off of the existing equipment, surfacing, and drainage is required.

Vendors shall assume all amenities within the boundary, including surfacing, drainage, and site amenities will need to be removed and replaced. These items shall be included in the project budget.

Q7. If demolition is required, are we to remove the existing EWF and stone?

A7. Yes, please see A6.

Q8. Is Gwinnett County planning to purchase the Best Friend Park proposal submitted?

A8. The RFP’s sample project submission for Best Friend Park playground will only be used for evaluation purposes as it pertains to awarding this RFP.

Q9. Can you provide a prevailing wage sheet?

A9. Prevailing Wages will not be required for this solicitation. Please see Revised Fee Proposal, Page

16R.

Q10. Do all of the lines on the price sheet include labor and freight? For example, should we include labor and freight on the stone, filter fabric, and EWF lines?

A10. Each line is for the material only. As outlined in 2.4, Shipping/Delivery/Freight shall be reimbursed at the actual cost when project specific proposals are undertaken. Labor for the installation of any items other than playground equipment should be captured in the Hourly Labor Rate items #17-20.

Q11. How do we show varying percentage discounts based on the product?

A11. If the vendor has varying price discounts per product, those can be included in the vendor’s

Verifiable Price List shown in a separate column next to each item. The corresponding cell on the Fee Proposal can read “see Verifiable Price List.”

Q12. Will we have the ability to add additional manufacturers during the term of the contract?

A12. No.

Q13. Does the existing EWF need to be hauled off instead of piled at the park?

A13. For the purposes of the sample project, vendor should assume the EWF will be disposed of off-site. For the purposes of the Fee Proposal a line item has been added to allow EWF to be spread at a site. Please see the Revised Fee Schedule.

Q14. Can the County provide a CAD drawing for the playground?

A14. Yes. The CAD file can be found on the Gwinnett County Bids & RFPs web page under the posting for RP031-24. It is titled “Best Friend Park (1)” and is listed under Additional Documents: Bids and RFPs - Gwinnett | Gwinnett County.

Q15. Is there currently a gravel foundation under the current drains & current EWF at Best Friend

Park? Will it be the same for the other park locations?

A15. For the purposes of the sample project vendor should assume there is 4” of GAB that will need to be removed and replaced.

Q16. Your document form for Other Playground Demo & Installation Items states a disposal cost of demo at 5000CY. Can you clarify what that is for?

A16. See A2: Demolition of equipment, site amenities, safety surfacing, subsurfacing (stone), soil, and drainage.

Q17. 1.10.1 states a “4-week lead time on standard products…” Industry standard is 6-8 week lead times, can this be adjusted? Can you clarify what a “standard product” is?

A17. 1.10.1 shall be adjusted to the industry standard of 6-8 weeks. Standard products are any off-the-shelf items that are not customized by the County.

Q18. 1.12. Demolition: Are these costs built in to cost of each job, or quoted for each job?

A18. Demolition costs shall be quoted for each job using the appropriate unit price item from the Fee

Proposal (Item #1 or #2).

Q19. 1.14. Closeout: Is this to be a 3rd-party Audit?

A19. Yes, this should be a 3rd party audit by a CPSI professional. As-builts should be provided by the vendor’s playground designer.

Q20. Fee Proposal: What would you like the surfacing price list to include? What “fall heights” should we use? What products specifically should we include?

A20. Include all safety surfacing products offered by the vendor, EWF, Tiles, PIP EPDM, Synthetic Turf, etc., and all fall heights to accommodate the playground products you provide. In some instances, there will be overlap between the surfacing price list and the Fee Proposal Unit Price items that pertain to surfacing.

Q21. GC-8 Permits and Licenses (Page 29): Are construction permits required in Gwinnett County for Playground construction?

A21. No.

Q22. 2.3 Installation: Are you looking for a percentage of the total “cost of the project”?

A22. The County is looking for a fixed percentage for the installation of the playground equipment only. This would be based on the cost of the playground components proposed. This percentage would be defined on line item #16 of the Revised Fee Proposal and applicable to all playground installations under this contract.

Q23. 2.4 Shipping and Delivery: Please clarify what you are looking for here.

A23. The vendor should include a statement in their proposal 3.3.3 Understanding and Approach defining/acknowledging that which is outlined in 2.4. Shipping will be charged at the actual cost.

Q24. Fee Proposal (Page 16): Should we use Best Friend Park as a Basis for the pricing on this page?

A24. No. This price list encompasses a variety of scenarios we may encounter across our park system. The Revised Fee Proposal Unit Price list also includes items that would not be installed at Best Friend Park.

Q25. Will the CAD drawing for Best Friend Park include measurements?

A25. The CAD drawing is to scale, but it does not include measurements. Interested vendors shall be responsible for taking and verifying their own measurements.

Q26. Will you consider extending the “Due Date” for this solicitation, so we can assure our design fits into the provided CAD drawing?

A26. Due to scheduling, an extension of the proposal deadline will not be granted.

Q27. Is the County willing to extend the deadline date for bids so that we have time to adjust our proposal after the addendum is released?

A27. Due to scheduling, an extension of the proposal deadline will not be granted.

Q28. Is there a possibility of a bid date extension? With the proximity of the addendum to the bid date and the amount of material to put together, it would be beneficial.

A28. Due to scheduling, an extension of the proposal deadline will not be granted.

Q29. On price list item #17, can you further explain?

A29. This line item is for miscellaneous materials needed for sitework and could include any item not specifically called out on other line items that is required to complete the sitework portion of a project (erosion control measures, fencing, etc). This would be billed on a per project basis at cost plus the percentage listed. This should be calculated by the following formula: $10,000.00 + ($10,000.00 x __%) = Total. The percentage used shall not exceed 10% markup. On the Revised Fee Proposal sheet this is now line item #21.

Q30. On the disposal cost, can you break it down between equipment removal, mulch removal with haul off, mulch removal with staying on site?

A30. The Fee Proposal Unit Pricing Sheet has been revised to include two scenarios; demo of all items with haul off and demo of all items with EWF spread onsite. See Revised Fee Proposal attached to this addendum.

Q31. With regards to the price list, could you make it more conducive for a single playground so that we can provide a more realistic and accurate amount for a single playground?

A31. The quantities shown herein are for playground replacements throughout the contract length to better define the potential total lifetime cost of the contract.

Q32. Would it be possible, since the bid is so complex and there will probably be a lot of clarifications, to have a second question deadline once the addendum is issued?

A32. Due to scheduling, a second question deadline will not be added.

Q33. Do you want a full 4” gravel layer throughout the entire 8,000 square feet for instance at Best

Friend Park?

A33. Yes. See 3.3.6 for specifications regarding the sample project at Best Friend Park.

Q34. Can we submit more than one design for the sample project?

A34. Only one design should be submitted for the sample project. The County will evaluate based on the design submitted in each firm’s response.

Q35. Will the existing benches at Best Friend Park stay in place?

A35. For the purpose of the sample project, all existing equipment shall be replaced.

Q36. Do you want all walls and access points to stay the same?

A36. Yes.

Q37. Is drainage work to be included in pricing?

A37. For the purpose of the sample project, everything shall be replaced, including the drainage.

Q38. Are we allowed to offer multiple playground vendors? Also, some of our vendors have varying discounts for different product lines, are we able to provide a percentage discount for each of these instances separately?

A38. One playground manufacturer per vendor. See A11 for varying discount direction.
