About this file
This is a Bid Tabulation document from the Florida Department of Transportation (FDOT) for Emergency Service Patrol services at East/West locations on an as-needed basis under Bid Number DOT-ITB-26-3013-CS. The procurement solicited qualified vendors to provide emergency service patrol response services, with bids opened on March 11, 2026, at 2:00 p.m. The bid posting period ran from April 13, 2026, at 11:00 a.m. through April 16, 2026, at 11:00 a.m. The contract award was based on the lowest responsive and responsible bidder meeting all specified requirements, with the contract term and renewal options to be determined based on FDOT's operational needs and budget availability.
Two vendors submitted bids for this procurement: El-Sankary Towing, LLC at $150.00 (subsequently rescinded) and White's Wrecker Service, LLC at $300.00 (apparent awardee). The award to White's Wrecker Service, LLC was justified under the receipt of no competitive bids and was determined utilizing an In-State Preference in accordance with Florida Statutes Section 287.084. The procurement funding is designated as "Various," indicating that emergency service patrol costs are distributed across multiple FDOT operations and locations. The apparent award does not constitute acceptance of the vendor's offer, and no binding contract exists until a Purchase Order or written acceptance by the Department is issued. The Department retains the right to award to the second-lowest bidder, reject all bids, or take other action in its best interest if irregularities are discovered in the vendor's bid or if the vendor fails to submit required bonds, insurance, or otherwise fails to comply with bid requirements.
