1. Nature and/or description of the item/service being procured and anticipated cost:
The subject requirement request the purchase of brand name equipment to meet the advanced demands of fast-paced fieldwork, high-volume capture, to meet mission-critical efficiency to include:
Sony FX3 Full-Frame Cinema Camera Raw Recording Kit RODE Wireless GO III 2-Person Compact Digital Wireless Microphone
System/Recorder with Two Lavalier Mics (2.4 GHz, Black) Supporting lens’s, batteries, memory cards, SSD Drives, card readers, etc. which include
Sony, Samsung, Hoya and other brands. This will be competed against small business resellers.

The Telecommunications Specialists and Director of Multimedia Services are trained to use the required equipment for this effort. As such, use of the aforementioned brand name products will decrease the learning curve and allow for immediate use of the products once received and placed into production. The brand name products are required for the equipment upgrade in consideration of the following:
1. Increase reliability: Communication and messaging are an important function for DHS Headquarters OPA. The organization must be able to communicate with media and agencies across the world in a reliable and expedient manner. Providing a direct line of communication in a timely manner improves the ability to successfully relay important statements and allow real time interactions with communities, while improving

1-1 transportation, field flexibility, and other resources that would physically and financially affect DHS missions.
2. Weight, speed, and mobility: The gear in this set increases the flexibility. Space and weight while traveling, onsite setup, and onsite content dissemination improves by upgrading physical equipment and improving the transfer options in the field. Due to the nature of the mission, the ability to travel lighter allows the user to not impact the time sensitive, intense, and unpredictive nature of DHS missions which may involve high-speed motion, low light, or locations with unfavorable network service providers.
3. Competitive Advantages: Increasing the video production/livestream capabilities, drastically future proofs OPA’s capabilities in the field. Messaging from the field quickly as possible without reducing video quality or uploading on weak signal strength provides an advantage when battling misinformation.
4. Storage Upgrades: Media content has grown in file sizes. Increasing storage compacity allows users to manage content efficiently. More content recorded and backed up reduces the challenges of choosing content and creatively capturing media for future archival that may be beneficial later.
There are other products that may offer similar features than the requisite brand name items.
However, the users of the equipment will have to be retrained to use the other items which will have a cost and time implication. Additionally, use of other items may present the following risks:
1. Degradation in quality: The success of communication is based on reliability, clarity, and speed. By not investing in new equipment and data service, live stream, the possibility of signal degradation, screen freeze, glitches may occur in live events and meetings.
Interruptions in signals may lead to poorly received or misinterpreted messaging, which are detrimental scenarios for any agency that is responsible for interacting with the public quickly as possible. Users may have to reduce the quality of captured video
2. Incompatibility issues: Lack of investment into a field webcast solution may lead to compatibility issues with other media outlets that continue upgrading their devices and infrastructure.
3. Equipment failure: Devices and services that have not been designed for field deployment usage may create equipment failures and mission setbacks. Footage capturing with devices not intended for high-speed environments, low light, or signal sensitive scenarios may result in low quality and unusable footage.
4. Increase data risks: Data corruption could happen without dependable signal. Slow data transfers impact production deadlines.
5. Storage issues: Improper storage leads to lost files or poor data redundancy. Media coverage may involve terabyte (TB) amounts of data.
