About this file
This is a Request for Qualifications (RFQ) issued by the Collin County Community College District (Collin) in Texas seeking sealed responses from qualified third-party Roofing and Waterproofing Consulting Services firms. The district is soliciting services to provide independent third-party consulting for roofing and waterproofing systems across new construction projects and existing campuses and facilities. The consultant will be responsible for multiple phases including design review, construction phase quality assurance, on-site observation, submittal reviews, and existing building surveys and evaluations. Collin reserves the right to select more than one firm to perform these services, with responses evaluated based on a weighted criteria including firm experience (32%), approach (28%), references (14%), proposed personnel (22%), and sample reports (4%).
The evaluation and selection process will be comprehensive, requiring detailed submissions not exceeding 15 pages that include firm information, licensing details, project experience, personnel qualifications, references, and disclosure of any legal claims or suits. Respondents must demonstrate expertise in roofing and waterproofing systems for both new construction and existing facilities, with the ability to provide maintenance and replacement recommendations. The RFQ emphasizes the need for an independent consultant who is not affiliated with the design team or general contractor, and who can provide high-level technical expertise in roofing system assessments, design reviews, and construction oversight.
