No competitive market research or solicitation was performed due to the emergency timeline. Fair and reasonableness will be determined by comparing the contractor's quoted price to the Independent Government Estimate dated September 16, 2026. JOFOC (SAT) — Harbison Ranch Well No. 1 Emergency Pump Replacement

ROCKY MOUNTAIN NATIONAL PARK

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (JOFOC)

Date: September 16, 2026

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

Emergency removal and replacement of the failing submersible well pump at Harbison Ranch Well No. 1, the sole active water source for the Headquarters West water system at Rocky Mountain National Park

(supplying the Kawuneeche Visitor Center including public restrooms, NPS employee housing, administrative offices, and maintenance facilities). Intended use: furnish and install one new 3 HP, 4" diameter, 240V single-phase submersible well pump; reconnect to existing drop pipe, pitless adapter, and controls where serviceable; disinfect the well; and perform bacteriological clearance testing, so that continuous, safe water service is maintained until the two permanent replacement wells under ROMO

316133, Replace CRD Housing, are completed. Anticipated cost: approximately $11,277 (base scope) per the Independent Government Estimate (IGE) dated September 16, 2026, with a recommended not-to-exceed value of $15,192 to cover three priced contingency options (drop pipe, wiring, and/or control panel replacement) to be authorized individually only if a specific component is confirmed failed in the field. This action is estimated to remain under the $25,000 threshold referenced in Section 4 below.

The Government became aware of this requirement on September 14, 2026, when the park's water operator, Zach Taylor, measured a drop in Harbison Ranch Well No. 1's flow rate from 7.5 gpm to 3.1 gpm over the preceding two days and the well began discharging shavings of black plastic suspected to be fragments of the pump's impeller. This follows a 2021 downhole video inspection (T. Gilkerson) that documented the well casing collapsed and/or missing below 97 feet of the well's 114-foot total depth. The well is still producing water at a reduced rate; there is no confirmed date of total failure, but the casing damage is unrepairable short of the permanent replacement wells already under contract (ROMO 316133, Replace

CRD Housing), which are not expected complete for four or more weeks.

Critical performance date: the Government requires the new pump mobilized, installed, disinfected, and functionally tested no later than Friday, October 2nd , 2026. Impact on Government operations if this date is not met: Harbison Ranch Well No. 1 is the sole water source for this area of the park; its tank was at 8.4 feet

(4.8 feet reserved for fire suppression) as of 8:00 AM on September 15, 2026. Given the well's rapid, unpredictable decline and the new evidence that the pump itself is physically disintegrating, the

Government cannot rely on normal, non-emergency procurement timelines without risking loss of potable water and fire-suppression capability to an occupied visitor center (including public restrooms), employee

JOFOC (SAT) — Harbison Ranch Well No. 1 Emergency Pump Replacement housing, administrative offices, and maintenance facilities — a direct threat to public health and safety and to continuity of park operations. This is a compelling and unusual urgency under 41 U.S.C. 3304(a)(2) /

FAR 6.302-2, and the time needed to solicit and evaluate competing quotes is not available; the

Government is therefore proceeding with the nearest available, qualified contractor rather than a competitive solicitation.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

Given the emergency timeline described above, a formal market survey or synopsis (e.g., on SAM.gov) was not performed, and quotes were not solicited from multiple sources. The requiring official identified Grand

Lake Plumbing Co. (dba Grand Lake Plumbing and Heating) — located at 12208 US Highway 34, Grand

Lake, Colorado, immediately adjacent to the park's west side/Kawuneeche area — as the nearest available contractor able to mobilize within the required timeframe. Grand Lake Plumbing Co.'s SAM.gov registration was reviewed and confirmed active UEI: GAHMJ7HNJ9U3; CAGE 61FM0; registration active through November 21, 2026; no active exclusion records; NAICS 238220, Plumbing, Heating, and Air-

Conditioning Contractors). No other contractor was solicited, and no other contractor has expressed interest in this requirement.

4. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a) — specifically, comparison of Grand Lake Plumbing Co.'s quoted price to the Independent Government Estimate ($11,277 base / $15,192 not-to-exceed) dated

September 16, 2026.
