About this file
This is a Justification and Authorization for Only One Responsible Source (J&A) memorandum for a non-personal services contract issued by U.S. Army Special Operations Command (USASOC) Surgeon through the USASOC Contracting Office dated August 31, 2026.
USASOC seeks a Firm Fixed Price (FFP) purchase order for equipment maintenance and repair services on Reduced Oxygen Breathing Devices (ROBD2), funded through FY26 P11 Operations and Maintenance (O&M) appropriation. The contractor shall provide routine calibration and verification services, scheduled parts replacements, repair services, and on-call remote technical support for six ROBD2 units critical to the USASOC High-Altitude Physiology training mission, which trains Military Free Fall (MFF) parachutists and aircrew members. The performance period runs for a 12-month base term (September 15, 2026 through September 14, 2027) followed by four 12-month option years and a 6-month extension, extending through March 14, 2032. The total estimated contract value is redacted. The sole-source justification is based on 41 U.S.C. 1901, citing that ROBD equipment Models 6202 and 6202-1 require factory-authorized personnel for maintenance and that the manufacturer is the sole source holding proprietary software, diagnostic tools, calibration standards, and ISO 9001:2008 certification necessary for proper equipment servicing. A Sources Sought notice was published on SAM.gov from August 19-26, 2026, and only one vendor responded with capability documentation. The Contracting Officer, Antonio Woodson, certifies the pricing is fair and reasonable based on comparison to commercial market price and an Independent Government Cost Estimate (IGCE), and commits to continued market research to identify alternative competitive sources for future acquisitions.
