Risk-Needs Assessment System Replacement RFI Summary

This is a Request for Information (RFI) issued by the County of Orange, California, acting through Orange County Probation, seeking market information for a validated, evidence-based risk-needs assessment system replacement. The procurement targets a comprehensive solution including assessment tools for both juvenile and adult populations, implementation services, training programs, and ongoing technical support. The County seeks to replace its current Juvenile Risk Needs Instrument and Adult Risk Needs Instrument with a modern system that demonstrates improved predictive validity, supports evidence-based case planning, enables comprehensive data analytics, and aligns with the Risk-Needs-Responsivity framework. Vendor responses must be submitted electronically through the County's Online Bidding System no later than Friday, March 27, 2026 at 3:00 p.m. Pacific Time. Questions regarding the RFI must be submitted by March 20, 2026 at 3:00 p.m. Pacific Time. The RFI was issued on March 4, 2026, and will not result directly in a contract award; rather, the information gathered will inform a subsequent formal solicitation.

Vendors must provide total pricing for the proposed solution with a detailed expense breakdown spreadsheet covering one-time fees and ongoing costs, including licensing fees, training and implementation costs, integration and migration fees, maintenance and support, and optional modules across a five-year period. The RFI specifies no set-aside designations for disadvantaged enterprises and identifies no incumbent vendors. Federal FedRAMP approval is preferred but not required; however, vendors with existing California law enforcement agency deployments will be strongly preferred. All vendors must demonstrate capability to comply with California CLETS policy and FBI CJIS Security Policy requirements and be willing to proceed through the approval process. The County retains full ownership of all assessment data and requires vendors to provide on-demand access to raw assessment data at the item and score level, export capability for analytics and research, and integration functionality with the department's existing case management system. No specific contract value or budget range is disclosed in the RFI documentation.
