About this file

This is a Request for Information (RFI) and sources sought notice from the Virginia Contracting Activity (VaCA) on behalf of the Defense Intelligence Agency (DIA) for Risk Management and Internal Control (RMIC) Support Services. VaCA is conducting market research to inform a potential future acquisition for enterprise-wide Enterprise Risk Management (ERM) and RMIC support in highly classified environments. The Government expects to award a multi-year Blanket Purchase Agreement (BPA) to one or more sources and has indicated that responses will inform acquisition strategy, refine technical requirements, evaluate small business opportunities, and support development of a future solicitation. Responses are purely voluntary, the Government assumes no financial responsibility for response costs, and this RFI does not commit the Government to contract or guarantee award.

The requested services encompass support across all RMIC domains including Internal Control Over Reporting for Financial Reporting (ICOR-FR), Financial Systems (ICOR-FS), and Management Operations (ICOR-O), plus non-financial IT systems, ERM, Fraud Risk Management (FRM), and Supply Chain Risk Management (SCRM). Support must align with DoDI 5010.40, OMB Circular A-123, GAO Green Book, GAO FRM Framework, and related standards. DIA utilizes ServiceNow's Integrated Risk Management (IRM) solution as the system of record, and contractor personnel must support on-site work in TS/SCI environments while not replacing government-designated Component RMIC manager roles. Respondents should provide concise information addressing corporate capability and relevant experience, technical approach for the BPA, staffing and clearance sustainment strategies, transition and continuity planning, contracting and pricing input, performance standards, small business information, risk assessments, and recommended edits to the draft Performance Work Statement. Responses are limited to 15 pages (excluding attachments) and must be submitted by email to Dale Williams at dale.williams2@dodiis.mil by June 30, 2026 at 4:00 p.m. EST with the subject line "RFI Response- Risk Management and Internal Control (RMIC) Requirement."
