About this file

This is a Performance Work Statement (PWS) for Risk Management & Internal Control (RMIC) Services issued by the Defense Intelligence Agency (DIA) dated 8 June 2026.

The DIA seeks comprehensive support to maintain, test, and enhance its Enterprise Risk Management (ERM) and RMIC program through a Blanket Purchase Agreement (BPA) structured as a non-personal services contract. The BPA ordering period consists of one 12-month base period with four optional 12-month periods, with individual call orders defining specific scope, deliverables, schedules, and performance measures. The contractor must provide qualified personnel to support DIA's RMIC assessment and testing activities across DIA organizations, including performance in highly classified and compartmented environments. Contractor personnel must possess and maintain Top Secret clearance with Sensitive Compartmented Information (TS/SCI) access prior to beginning performance, with additional access requirements specified at the call-order level.

Core performance requirements include conducting risk assessments and planning, performing design and operating effectiveness testing of internal controls across all RMIC domains in accordance with GAO FISCAM and GAO Fraud Risk Management Framework standards, developing and maintaining complete workpapers and evidence packages, identifying and classifying control deficiencies as material weaknesses or significant deficiencies, supporting corrective action plans when directed, assisting with annual Statement of Assurance preparation, maintaining an internal control document library in Government-designated repositories, and establishing a Quality Control program.
