About this file
This file is a Request for Information (RFI) Questions and Answers document compiled by the Government for a Risk Management and Integrated Controls (RMIC) Blanket Purchase Agreement (BPA).
The RMIC requirement encompasses Enterprise Risk Management (ERM), Financial Risk Management (FRM), Supply Chain Risk Management (SCRM), and Internal Controls Over Reporting (ICOR) services across multiple domains including ICOR-FR, ICOR-FS, ICOR-O, IT systems, and PIIA Compliance. ServiceNow IRM is designated as the sole system of record for ERM/RMIC, with vendors permitted to recommend complementary tools for integration. All contractor personnel must hold an existing TS/SCI facility clearance issued by DCSA prior to contract award; the Government will not sponsor facility clearances or require teaming agreements, though contractors may propose teaming arrangements independently. Work must be performed on-site in the National Capital Region and cannot be conducted from contractor-operated SCIFs. The Government will not provide anticipated staffing levels, seat counts, or historical staffing information at this time; contractors are expected to develop estimates based on the stated scope. The initial call order scope is expected to cover ICOR-FR, ICOR-FS, and PIIA Compliance, with the Government considering all options regarding single or multiple awards. The Government will determine through market research whether small business set-asides or socioeconomic set-asides are appropriate. Detailed information including risk profiles, risk registers, prior-year test plans, and deficiency inventories will be provided with each call order. The Government will accept AI- or automation-assisted evidence compilation and analytics subject to Government review and approval, with training and specific policies to be provided for authorized tools.
