ROCK ISLAND ARSENAL RIPD: E4000-20-7-13
PURCHASE DESCRIPTION DATE: 24-Oct-20
MAINTENANCE MODULAR OFFICE
1. GENERAL SYSTEM DESCRIPTION
The purpose of this project is to purchase a modular office to house maintenance planners and supervisors. There will be modular walls that will create one main room (approx. 60’x38’) and two room off the main room to the west (approx. 15’x12’ ea.). The contractor shall be solely responsible for complete installation and removal of shipping material of the office in accordance with this purchase description. No Government labor, equipment, or materials will be used to support this project. Existing modular offices and equipment will be removed by the Government prior to the contractor beginning installation of new equipment.
2. STANDARDS AND PUBLICATIONS
2.1 Clarification
Any ambiguities, questions, requests for clarification or discrepancies between sections of this purchase description, drawings, national or industry standards discovered by the contractor in reviewing this purchase description shall be reported by the bidder in writing to the contracting officer BEFORE THE DATE SCHEDULED FOR CLOSE OF BIDDING/receipt of proposal.
Submission of a proposal or bid shall be construed as evidence that such examination has been made. Therefore, later claims for labor, material, or equipment required, or for difficulties encountered, which could have been foreseen had such reasonable examination been made, may be denied.
2.2 National Standards and Specifications
The following specifications in effect on the Date of Invitation for Bid/Request for Proposal form a part of this purchase description. In the case of conflicting requirements, the more stringent shall apply.
2.2.1 Occupational Safety and Health Act of 1970 (OSHA).
2.2.2 American Society of Testing and Materials (ASTM).
2.2.3 American Society of Mechanical Engineers (ASME).
2.2.4 American National Standards Institute (ANSI).
2.2.5 National Electrical Manufacturers Association Standards (NEMA).
2.2.6 Institute of Electrical and Electronics Engineers (IEEE).
2.2.7 National Fire Protection Association (NFPA).
2.2.7.1 NFPA-70 National Electrical Code
2.2.7.2 NFPA-79 Electrical Standard for Industrial Machinery.
3. DESIGN
3.1 Ownership
This equipment is a standard product of the manufacturer and shall require either no change or minor design changes to meet requirements of these specifications. Therefore, ownership of the design will remain with the manufacturer.
3.2 General Design Standards
3.2.1 ID DATA PLATE: The equipment shall include a main data plate which will include the following data as a minimum requirement (additional information is acceptable):
Manufacturer Name, Manufacturer’s Dunns and Bradstreet Number, Manufacturer’s Model Number, Manufacturer’s Serial Number, Year of Manufacture, Contract Number, Machine Weight. This information is necessary for compliance with the governments Unique Identification Program (UID).
3.2.2 DATA PLATES: All instruction, data, and identification plates and labels attached to this equipment and its controls shall be manufactured of corrosion and oil resistant metal or plastic material. All wording shall be in the English language using plain, bold face lettering.
Lettering shall be permanent and have a contrasting background.
3.2.3 ITEM UNIQUE IDENTIFICATION (IUID) REGISTRATION: The contractor shall register the equipment in the IUID Registry (as one single system). IUID registration requires the contractor to input Cage Code, Model Number, and Serial Number into a Government Database to allow for asset and inventory tracking. IUID Registry of the equipment shall be performed at http://dodprocurementtoolbox.com/site/uidregistry/. Training for IUID is available in https://wawftraining.eb.mil. IUID registration of this equipment is required prior to final payment in the Wide Area Work Flow (WAWF). The contractor shall also affix a machine readable 2-dimensional (2-D) matrix representing the IUID registry to the machine. The IUID 2-D matrix may be included on the ID Data Plate outlined in paragraph 3.2.4.
3.2.4 CONDUIT: Flexible conduit is not permitted in exposed areas. All wires, cables, and hoses will be enclosed by rigid, oil-proof protection, except where flexibility is necessary for operation of the equipment. Flexible wires, cables and hoses shall be arranged to prevent draping or tripping hazards. All conduit used shall be type EMT for exposed conduit. Strap-type conduit supports shall be used to affix conduit to the ceiling and walls. Conduit shall not be supported by other conduit, piping, HVAC ductwork, or suspended ceiling supports. All conduit shall be arranged to maintain maximum headroom and present a neat appearance.
Conduit shall be ran tight to building structure ceiling wherever possible.
3.2.5 NEW EQUIPMENT: The equipment furnished under this purchase description shall be new and unused. The pre-engineered construction walls shall be pre-constructed to be completely reusable, easy for relocation.
3.2.6 COMPONENT ENVIRONMENT: Under no circumstances shall a component be used in an application not recommended by the component manufacturer. Components shall not be subjected to conditions of operation beyond the recommendations of the manufacturer, such as excessive heat, lack of lubrication, over-loading.
3.2.7 REPLACEMENT COMPONENTS: All replaceable components shall be manufactured to definite standards for tolerance, clearance, and finish, enabling components to be field installed without further machining.
3.2.8 FOUNDATION: The requirement for a separate foundation or floor alteration is not permissible. The system shall be capable of being installed on an existing concrete floor without modification to the system or the floor, except for installation of anchor bolts.

3.3 Safety, Security and Environmental
3.3.1 SECURITY: The RIA-JMTC is an Army installation subject to Department of Defense safeguards, various precautions, and plant protection measures. All of the below requirements will be necessary of contractors visiting RIA to satisfy requirements of this purchase description; Additional requirements will be placed on contractors requiring access to the Army Network, or Common Access Card (CAC), as specifically detailed below. At all times during the execution of this work, contractor personnel will maintain adequate plant protection devises to minimize espionage, sabotage, and other malicious destruction and damage. The contractor shall comply with all security requirements of the Rock Island Arsenal. Rock Island Arsenal island-wide Force Protection levels may be adjusted/changed at any time, which may cause possible delays and will directly affect procedures for accessing the island.
3.3.1.1 Access and General Protection/Security Policy and Procedures: The contractor and any associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Director of Emergency Services. All contractor employees must comply with all personal identity verification requirements (IAW FAR clause 52.204-9) as directed by Department of Defense (DoD), Headquarters Department of the Army (HQDA), and any local policy. If the Force Protection Condition (FPCON) changes, the Government may require changes in contractor installation access, security matters, or security processes.
3.3.1.1.1 Access to RIA: Contractor and all subcontractor employees performing work at RIA shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) and any applicable installation, facility access screening and local security policies and procedures. The COR shall provide guidance to complete the Access Control Records Check request Form though the Rock Island Arsenal Directorate of Emergency Services.
3.3.1.1.2 Random Antiterrorist Measures Program (RAMP) participation: Contractor personnel are subject to RAMP security program (i.e. vehicle searches, wearing of ID badges, etc.). Contractor shall comply with any, and all instructions issued by the Rock Island Arsenal Police Department. The RAMP is discussed in the RIA-JMTC Anti- Terrorism Training.
3.3.1.1.3 During FPCONs levels of Charlie or Delta, services may be discontinued/postponed due to a higher National or local security threat. Services will resume when FPCON Level is reduced to Bravo, or lower. FPCON levels are described in Anti-Terrorism Level I Training.
3.3.1.1.4 Contractor personnel shall return all Installation Badges and access passes as soon as possible prior to contract completion. RIA-JMTC electronic keys and access passes are accountable items, shad shall be returned within 24-hours of no longer being needed. Items will be returned to the COR, or placed in a drop box at a RIA-JMTC access point.
3.3.1.2 Security Training: The contractor shall complete the following training:
3.3.1.2.1 Anti-Terrorism, Level I: All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete Anti-Terrorism (AT) Level I Awareness training. The COR will be provided a copy of the Rock Island Arsenal –Joint Manufacturing and Technology Center (RIA-JMTC) AT Level I Awareness Training and assure that the training is complete.
The contractor shall sign a memorandum of record for each contractor employees and subcontractor employee to the RIA-JMTC Operations Center prior issuing any electronic keys, or access pass being authorized. Note: a copy of the slides to be reviewed is attached to the SOW. Training should take less than 1-hr and can be performed by the contractor at their facility (attached are the training slides and sign-in sheet).
3.3.1.2.2 iWatch (See Something, Say Something) Training: The Contractor and all associated subcontractors shall complete iWatch Training. iWatch Training shall be provided during the Anti-Terrorism Training.
3.3.1.3 No Common Access Card (CAC) will be permitted during the execution of this project.
3.3.2 FIRE PREVENTION AND PROTECTION: The contractor shall comply with all fire prevention measures prescribed in the installation Fire Regulations, a copy of which is on file in the office of the Contracting Officer. A written fire permit shall be obtained from the installation Fire Marshall for use of open flame devices, such as torches, portable furnaces, tar kettles, or gas and electric welding and cutting equipment, in, on, or within 15-ft of the building. The contractor shall be liable for any fire loss to the Government properly attributable to negligence on the part of the contractor, including failure to comp1y with fire prevention measure described by the terms of this purchase description.
3.3.3 INDUSTRY AND REGULATIONS: The equipment shall comply with the most current of all local, state, and federal laws and regulations listed in Standards and Publications.
3.3.4 MATERIAL EXCLUSIONS: The equipment shall not contain polychlorinated biphenyl (PCB), ozone depleting substances (Class I or Class II), or asbestos materials.
4. COMPONENT SPECIFICATION
The design and materials shall incorporate the use of modular components to be assembled on site and provide the ability to disassemble this system at a later date and expand, or relocate to a new location. See Exhibit A for intended initial installation layout. The supplier shall furnish all equipment normally considered by him to be standard for his equipment unless identified in this requirement to be of specific manufacture.
4.1 Dimensions:
4.1.1 SIZE: The equipment described in this sections shall be nominally approximately 60-ft x 38-ft with (2) 15-ft x 12-ft attached rooms. Existing building structure will dictate exact dimensions and will be the responsibility of the contractor. It is understood that the exact interior or exterior dimensions may vary based upon the thickness of the walls provided.
4.1.2 HEIGHT: The equipment shall provide a nominal inside ceiling height of 8.5-ft to 9-ft.
Since this building will not have 4 sides, walls must either support themselves of be tied into existing building structure. The exterior height must be at least 10-ft tall.
4.1.3 R-Value: The equipment will provide a thermal insulation value of at least R-11 (includes wall panels, windows and ceiling/roof). While the intention is that this equipment will be located inside of manufacturing and warehouse buildings, the interior of the modular building will be air conditioned and the surrounding building will not be air conditioned.
4.1.4 STC Rating: The modular office will provide a sound transmission class of at least STC- 30.
4.2 Wall Framing System:
4.2.1 FRAMING: The wall framing system shall be of anodized aluminum construction of 6063-T5 grade.
4.2.2 RACEWAY POSTS: Posts shall be positioned 48-in OC. Each post along the wall shall be designed to be interchangeable and to act as a raceway for electrical and communications wiring. Each raceway will include removable snap-in cover plates to allow installation and servicing of the wiring on both sides of the post during and after set-up without disturbing the structural integrity of the wall system. The raceways shall accept standard electrical boxes.
Posts will be designed to allow removal of the adjacent wall panels without disturbing the structural integrity of the wall system. Corner posts will not be required to act as raceway posts.
4.2.3 TRIM: Vinyl trim components shall cover all fasteners.
4.3 Wall Panels:
4.3.1 CONSTRUCTION: The walls shall be constructed of high impact resistant, class-A non-combustible, sound dampening panels. Standard panels shall be interchangeable and will consist of an insulated rigid polystyrene core (3-in or thicker) permanently laminated between two noncombustible gypsum boards. Each gypsum board shall be at least ½-in thick. The inside and outside skins shall be at least 24-ga thick powder coated or baked enamel coated (smooth or embossed) steel sheets.
4.3.2 COLOR: Both the inside and outside faces of the wall panel shall be light gray color. All panels and trim shall match.
4.3.3 WINDOWS: Windows shall be 3/16-in thick minimum tempered safety glass. The frame shall be mounted in 6063-T5 aluminum and designed with a removable gasket allowing easy replacement of the glass. There will be four windows provided. Two will be located in the wall panel next to the North door, one next to the West door, and the other will be located on the west wall of the southernmost 15-ft x 12’ room. See drawing for additional clarification.
Each will be at least 36-in x 36-in. The bottom edge of the window shall be between 38-in and 44-in from the floor.
4.4 Doors:
4.4.1 SIZE: The four doors shall be pre-cut and framed into a wall panel when delivered from the factory to enable easy installation. The door shall be a standard door size nominally 36-in x 80-in.
4.4.2 LOCATION: Three (3) of the doors shall be designed as a right-hand opening and One
(1) door will be left-hand opening. Two of the doors will be enter for the exterior into the main area. These doors will open out, one to the left and one to the right. The initial location is shown on the drawing Exhibit A.
4.4.3 TYPE: The doors shall be of steel construction with a minimum 24-ga material thickness. The color shall match the wall panels.
4.4.4 WINDOW: The doors will include a built in window. The windows shall be 3/16-in thick minimum tempered safety glass. The frame shall be designed with a removable gasket allowing easy replacement of the glass. The window will be at least 20-in wide x 24-in tall. The bottom edge of the window shall be between 46-in and 48-in from the floor.
4.4.5 HARDWARE: Door will include hinges, all hardware, closure and door sweep, door stops and a transition strip. The contractor is required to use Yale 5407 lever lock w/ Y8 keyway with 26D finish on the door set and provide (3) keys per door.
4.5 Ceiling
The ceiling shall be an insulated acoustical panel system suspended from the roof structure providing a plenum for electrical wiring and light fixtures. It shall consist of a pre-painted metal grid with lay-in acoustical ceiling tiles made from Class-A noncombustible white mineral board with a non-directional fissured pattern. The panels shall be 2-ft x 2-ft standard drop-in components. Contractor will provide 3.5-in of eco-friendly (green) insulation installed above ceiling tiles.
4.6 HVAC:
4.6.1 HEATING: The equipment is intended to be installed inside of heated industrial/warehouse buildings. Due to its proximity to the exterior walls, an additional forced air heating system shall be supplied. System shall be capable of maintaining a temperature of 68°F ± 2°F when occupied by (15) personnel using standard office equipment.
4.6.2 AIR CONDITIONING: The equipment is intended to be used as administrative type space and as equipment control space. This requires that an air conditioning system be provided in order to maintain a temperature of 74°F ± 2°F when occupied by (15) personnel using standard office equipment. The air conditioning unit shall be a thermostat controlled, ducted, central air system. There is an outside area in the courtyard adjacent to this modular that a condensing unit can be placed. There is also area next to the modular office that could be used for the air handling unit. Currently there are steam pipes that will be removed at a future date.
Though these lines will still be in place when the unit is constructed the heat load from these line should not be taken into consideration.
4.6.3 CONDENSATION: The contractor shall provide and install either an evaporation catch pan or condensation pump if evaporative is not sufficient. If a pump is provided, the Government will be responsible for connecting the output of the pump to a drain.
4.7 Fire Suppression:
4.7.1 Contractor will provide and install sprinkler heads for each office. RIA-JMTC will be responsible for getting the existing sprinklers disconnected before demolition and the new sprinklers connected to the building suppression system through the Garrison Public Works after the modular offices are installed by the contractor.
4.7.2 Provide and install one new A/V fire alarms in compliance with fire code. RIA 420-2.
Fire alarms will be Simplex 4903 Horn / Visible Units. The contractor supplies and mounts the unit. RIA runs the line connection from building.
4.7.3 Provide and install one new compact emergency lights and one LED exit lights with battery backup as necessary.
4.8 Electrical:
4.8.1 DISTRIBUTION PANEL: Contractor will conform to all current NEC codes. The contractor shall provide an appropriately sized breaker panel on the exterior of the modular office. Transformer from 480V to 120V is already on site and supplied by the government. All breakers will be identified with proper location and typed into the panel directory.
4.8.2 OUTLETS: Every wall joint will have a recessed 110 volt duplex grounded outlet with no more than (5) outlets per circuit. These shall be installed using the vertical raceways of the building structure (may be pre-installed or installed on-site by the contractor). Lighting will be on a separate circuit and the air conditioning unit will be on a separate circuit. Outlets shall be located nominally 18-in above the floor.
4.9 Lighting:
Lighting shall be provided by ceiling mounted LED fixtures with acrylic lens covers/diffusers.
The fixtures shall provide an average lighting level of 50-fc. The lights will be controlled by motion sensors with adjustable duration timers. There will also be provided a light switch next to the each door capable of turning the lights on/off and with a dimming knob/slider control.
4.10 Floor:
The equipment will be installed on existing concrete floor. No additional floor coverings are required as part of this project.
5. APPROVAL/SHIPPING
5.1 Shipping
5.1.1 RESPONSIBILITY: The contractor is responsible for delivery of the equipment to the Rock Island Arsenal. Adequate preserving of equipment surfaces, packing, marking, and skidding of materials for shipment shall be the responsibility of the contractor. If special lifting devices, such as hooks or eyes, are required for ease of handling, they shall be supplied with the equipment. Any special devices shall be returned to the contractor upon request only if they will not be required for future movement of the equipment, and at the contractor’s expense.
5.1.2 SHIPPING SCHEDULE: Be aware, the Rock Island Arsenal will only off-load equipment arriving between 6:00 am and 12:00 am (noon), local time on Mondays through Fridays except holidays. For information concerning holidays, the contractor should consult the contracting officer. There is no place to stage transporting vehicles awaiting the arrival of contractors. All equipment shall be delivered at the same time, meaning the same day (multiple trucks are acceptable) unless pre-authorized to deliver on multiple days by the RIA-JMTC contracting officer.
5.1.3 RECEIVER: All shipments to Rock Island Arsenal including installation tools and/or replacement parts, as well as the original shipment of the equipment, shall be marked “ATTN:
Mr. Bob Mcclure or Mr. Joe Carpentier, TARA-IFF”. Items not correctly marked are subject to being returned at the vendor’s expense.
5.1.4 ARRIVAL INSPECTION: Upon receipt of equipment at Rock Island Arsenal, a preliminary inspection shall be performed to determine condition and/or count. This inspection shall be performed by Rock Island Arsenal personnel.
5.2 Installation
5.2.1 SITE PREPARATION REQUIREMENTS: The contractor shall be solely responsible for any necessary site inspections required for determining the specifications of work that must be completed prior to final system installation. The contractor will then provide detailed information of any preparation work that the vendor must perform prior to system installation to Rock Island Arsenal.
5.2.2 SITE PREPARATION EXECUTION: The contractor will be solely responsible for site preparation except as specifically excluded in this document. This includes but is not limited to excavation, foundation work, and surface preparation. This work may be performed through the use of a sub-contractor, but the specification, supervision, and certification of the work remains the responsibility of the primary contractor.
5.2.3 PREPARATION EXECUTION SUPPORT: Rock Island Arsenal will support the preparation portion of the installation by providing utilities to the points of first connection.
5.2.4 LABOR AND MATERIAL: The supplier is solely responsible for providing all labor, materials, hardware, tools, and equipment necessary for complete installation of this system except as specifically listed in this document as being provided by the Rock Island Arsenal.
5.2.5 SUPERVISION: Supervision of the installation process will be the responsibility of the contractor. Rock Island Arsenal shall retain the right to periodic inspection and evaluation of the process, as it deems necessary.
5.2.6 OFF-LOADING/PLACEMENT: Off-loading of the equipment from the delivery vehicle, and placement of the equipment in position for the installation is the responsibility of the contractor. The contractor shall not be allowed to use government equipment to accomplish this work.
5.3 Completion
Final acceptance of the equipment shall occur after the following:
5.3.1 Set-up completion by the contractor.
5.3.2 Final inspection approval by the government representative or inspector. This is to verify full compliance with this description to include amendments and modifications to the final contract. The government representative shall perform any and all tests he deems necessary to insure compliance with this description and industry.
