Federally Qualified Health Centers (FQHCs) play a crucial role in assessing and determining a woman's eligibility for the Breast and Cervical Cancer Program (BCCP). This program aims to provide women with the necessary resources for early detection and treatment of breast and cervical cancers. In this initiative, the designated Technical Assistance Provider will be responsible for providing assessments and expertise in increasing breast and cervical cancer enrollment. The contractor's expertise will be vital in enhancing the effectiveness of the program and increasing its reach to underserved populations in need of these critical health services.

Provider-level data will be provided from MS-BCCP to the Contractor within 30 days of the contract start date. Contractor must produce an Initial Priority Assessment report which identifies the top 15 (among the 21 participating FQCHCs) underutilized or underperforming health systems in need of rapid response for quality improvement based on MS-BCCP data and other population health data. The Initial Priority

Assessment must be submitted within 60 days of the contract start date.

A stakeholder needs assessment and engagement summary report after completing all discussions, interviews, and/or surveys will be due within 90 days of the contract start date. Training topics shall include program eligibility, enrollment management, patient education strategies, patient navigation, billing and reimbursement, and effective outreach methods. Trainings should employ a variety of training methodologies, including interactive workshops, case studies, and role-playing exercises, to facilitate learning.
