About this file

This is a Notice of Intent to Award document issued by the Mississippi Department of Wildlife, Fisheries, and Parks, in conjunction with the Mississippi Department of Finance and Administration, regarding a Request for Qualifications (RFQ) for Media Buying Agency Services. The RFQ sought qualified media buying agencies to support statewide and regional digital marketing efforts, including strategic planning, purchasing, and placement of digital advertising across social media, display, streaming video, and radio with digital components. The qualifications opening was held on July 27, 2026, with fourteen vendors submitting responses. Nine offerors were determined to be non-responsive and excluded from evaluation, while four responsive and responsible offerors advanced to evaluation, with the top three participants proceeding to live demonstrations scheduled for August 14, 2026. Miles Partnership was selected as the intended awardee with the highest cumulative score of 100 points, based on evaluation criteria consisting of Technical Qualifications (30%), Management and Service Delivery (20%), Live Demonstration (15%), and Cost (35%). The contract carries a fixed not-to-exceed value of $600,000 over a 36-month initial term with no renewal options, representing an anticipated annual media spend of $200,000.

The Notice of Intent to Award was issued on September 21, 2026, with a three business-day window for offerors to submit written requests for reconsideration in accordance with OPSCR Rule 6.9.3. Primary campaign objectives include increasing hunting and fishing license sales, boosting Mississippi State Park online reservations, increasing Mississippi Natural Science Museum online ticket sales, and enhancing agency brand awareness. All compliant offerors received full cost points under the fixed budget ceiling, making cost evaluation uniform across respondents. No incumbent provider was identified, and no set-asides or preferences applied; both in-state and out-of-state agencies were eligible. Offerors were required to demonstrate at least ten years of experience in media buying and digital advertising services, provide three relevant client references, identify a primary account representative, and be legally authorized to conduct business in Mississippi.
