About this file

This is a Questions and Answers document for the Department of War Drone Other Transaction Authority Consortium Request for Whitepaper for the Brigade Uncrewed Aircraft System (BDE UAS) Prototype Project.

The solicitation seeks complete Group 3 UAS systems for prototype development and evaluation. Vendors may submit whitepapers limited to 5 pages, with all supporting documents counting toward this limit; matrices and annexes are not permitted as additions. Non-consortium members may contribute as named software teammates on member whitepapers, and new consortium members can be onboarded within 5 business days or less. Pricing for M-CODE and Mode 5 (KIV-77 or KIV-79 cryptographic IFF module) must be broken out separately on an a la carte basis to enable apples-to-apples comparison across platforms. While the Government will review all submissions including sub-components, only complete systems will advance to flight demonstration. Traditional contractors may partner with Non-Traditional Defense Contractors; however, Pool 3 membership is not visible across the consortium, and Pool 3 members must contact primes directly. The whitepaper submission deadline is 7 October 2026 by 11:59 CST. Contractors should annotate their Rough Order of Magnitude (ROM) validity period in submissions, and the Government will request extensions if needed. Flight demonstrations are scheduled for 26 October 2026 through 20 November 2026 at Redstone Arsenal, Alabama, with selected vendors to be notified promptly after the solicitation closing date.

Department of War (DoW) Drone Other Transaction Authority (OTA) Consortium- Request for Whitepaper

Brigade Uncrewed Aircraft System (BDE UAS) Prototype Project

Questions and Answers for the Solicitation

Q1: Can vendors provide matrices or annexes in addition to the 5-page information paper?

A: No, all documents will count towards the 5-page limit.

Q2: What is the current timeline to onboard as a consortium member, and may a non-member contribute as a named software teammate on a member's whitepaper?

A: The current timeline for onboarding a new consortium member is 5 business days or less. Yes, a non-member can contribute as a name’s software teammate on a member’s whitepaper.

Q3: Should vendors include M-CODE in pricing, or will the USG provide M-CODE as GFE? Should vendors include Mode 5 in pricing, or will the Army provide the KIV-77 or KIV-79 cryptographic IFF module as GFE?

A: Request the pricing for both to be broken out separately / a la carte to allow the USG to see an apples-to-apples comparison across the platforms and enable the USG to have the most flexibility if/when moving forward.

Q4. Section II seeks complete Group 3 UAS systems, while Section I and the Special Notice also name sub-components. Will the Government evaluate a white paper for a sub-component (for example, an aircraft power distribution and payload electrical interface) that is not a complete system? If so, how are Attachment 4 items 4.2 (Delivery and Production) and 4.3 (Demonstration History) applied to a sub-component submission?

A. The USG will review all submissions provided in response to the Brigade UAS Prototyping Program; however, only complete systems will qualify to pass on to a Flight Demonstration.

Q5. Item 2.6 allows a traditional contractor to partner with a Non-Traditional Defense Contractor. Does the Government make Pool 3 membership visible to prospective primes, or should Pool 3 members contact primes directly?

A. Currently, consortium pool memberships are not visible to all consortium members.

Pool 3 members should contact primes directly.

Q6. The suspense date for the Army Brigade UAS WP is 2 OCT. Q1: Can we assume

1700 CDT?

A. The suspense date has been extended to 7 October 2026 by 11:59 CST.

Q7: What is the validity date for our ROM submission? Is the ROM good for 90, 120, or 180 days, for example

A. The contractor can annotate the ROM validity date in your submission and if needed, the Government will request an extension.

Q8: Where and when will the flight demonstrations be held?

A: The USG anticipates holding the flight demonstration / gauntlet from 26 October 2026 – 20 November 2026 at Redstone Arsenal, AL. Vendors invited to the gauntlet will be informed as soon as possible following the solicitation’s closing date.
