About this file
Phase I Go/No-Go Evaluation Criteria Summary
This document is a Phase I evaluation checklist for the Brigade UAS Prototype Project (Solicitation RFW-DOTAC-ARMY-2026-003), sponsored by PM UAS and the Department of War Drone OTA Consortium. It establishes mandatory gatekeeper criteria that submissions must satisfy to advance to Phase II (Flight Demonstration). Any submission failing a single "GO" threshold on administrative, eligibility, or formatting requirements will face immediate rejection without technical review. Phase II and Phase III evaluation criteria will be provided only to vendors invited to subsequent phases.
The evaluation comprises four sequential gates. Gate 1 requires submissions sent to BrigadeUAS@army.mil with the solicitation number in the subject line by October 7, 2026. Gate 2 mandates offeror eligibility including registration under Pool 1, 2, or 3 of the DoW Drone OTA Consortium, active UEI and SAM.gov registration, approved DD Form 2345 (JCP Certification), NIST SP 800-171 cybersecurity compliance, ITAR and EAR export control compliance, and proof that traditional contractors are either cost-sharing or partnering with Non-Traditional Defense Contractors per 10 U.S.C. § 4022. Gate 3 requires white papers to not exceed 5 pages (excluding cover page) and be formatted in 11-point Arial, single-spaced. Gate 4 mandates inclusion of four required content sections: Technical Concept (detailed Group 3 system/component description with payload specifications), Delivery & Production (manufacturing capacity, monthly production rates, lead times, and immediate delivery readiness verification), Demonstration History (past performance data from previous U.S. Government tests/demos), and Rough Order of Magnitude (cost estimates for manufacturing, testing, integration, delivery, and personnel support).
