Phase I Go/No-Go Evaluation Criteria Summary
This document establishes the Phase I gatekeeper evaluation criteria for the Brigade UAS Prototype Project (RFW-DOTAC-ARMY-2026-003) sponsored by PM UAS and the DoW Drone OTA Consortium. All submissions must achieve a "GO" rating on every Administrative, Eligibility, and Basic Formatting criterion to advance to Phase II (Flight Demonstration); any single "NO-GO" results in immediate rejection without technical review. The submission deadline is October 2, 2026, with submissions sent directly to BDE_UAS@army.mil with the solicitation number explicitly included in the email subject line.
The evaluation comprises four sequential gates. Gate 1 (Gatekeeper Criteria) is evaluated immediately upon receipt and includes submission email address verification, solicitation number in subject line, and deadline compliance. Gate 2 (Mandatory Eligibility & Security) requires proof of registration under the DoW Drone OTA Consortium (Pool 1, 2, or 3), active Unique Entity ID and SAM.gov registration, approved DD Form 2345 (Joint Certification Program), NIST SP 800-171 cybersecurity compliance verification, explicit ITAR and EAR export control compliance confirmation, and either cost-sharing documentation or partnership with a Non-Traditional Defense Contractor for traditional contractors. Gate 3 (Document Formatting) mandates a maximum 5-page white paper (excluding cover page) formatted in 11-point Arial, single-spaced. Gate 4 (Required Content Elements) requires the white paper to include four sections: Technical Concept (detailed Group 3 system/component description with payload specifications), Delivery & Production (manufacturing capacity, production rates, lead times, and delivery readiness verification), Demonstration History (past performance data from previous U.S. Government tests/demonstrations), and Rough Order of Magnitude cost estimate (manufacturing, testing, integration, delivery, and personnel support). Evaluation criteria for Phase II and Phase III will be provided only to vendors invited to those phases.

Evaluation criteria for Phase II (Flight Demonstration) and Phase III (Technical and Cost Evaluation) will be provided to those vendors who are invited to the flight demonstration and final evaluation phases.
1. Phase I Gatekeeper Criteria (Immediate Rejection)
These criteria are evaluated immediately upon receipt of the email. If any of these are missed, the package is rejected without being opened.
