About this file

The document is a Request for Response (RFR) from the Massachusetts Division of Fisheries and Wildlife (DFW) seeking vendors to supply bulk wood pellets for a wood-fueled heating system at the McLaughlin Trout Hatchery in Belchertown, MA. The RFR (DFW-2026-023) was issued on 10/07/2025, with bid responses due by 10/28/2025 at 11:00 AM through the COMMBUYS platform. The contract is for an initial three-year term with two potential three-year renewals, for a total maximum contract duration of nine years. The McLaughlin Fish Hatchery is projected to use approximately 20-30 tons of wood pellets per year, with an estimated annual procurement value of $8,000.

The procurement will be evaluated based on best value, with points allocated for cost per ton (50 points), product specifications including wood type, heat output, ash content, and moisture content (25 points), and the contractor's ability to consistently supply pellets (25 points). The contract is open to all businesses, with a preference for small businesses registered in Massachusetts that meet specific eligibility criteria. Bidders must provide a one-year fixed price per ton, including delivery, and ensure the pellets meet the specific fuel requirements for the Pellematic 20 pellet boiler. The contract includes provisions for potential price renegotiation, delivery terms, and the possibility of expanding the contract to additional boilers if needed.
