About this file

This is an Environmental Practices Form for RFR 2026 DOI 006, a Massachusetts state procurement opportunity for a Third Referee Appointee position. The form is designed to encourage bidders to communicate existing business practices that foster sustainable operations and reduce environmental impact. Rather than requesting specific products or services, this document serves as an evaluation tool that allows bidders to receive additional points during the procurement process by demonstrating environmental initiatives. Bidders are required to provide documentation substantiating their answers, with references to attached bid documents or URLs listed in the form. The form does not specify contract terms, renewal options, response dates, or award dates, as it functions as a supplementary evaluation component rather than a primary solicitation document.

The Environmental Practices Form evaluates bidders across multiple sustainability dimensions, including corporate-wide policies such as climate action plans, zero waste strategies, and green fleet policies; facility-specific practices such as energy efficiency, renewable energy use, and recycling programs; supply chain practices including sustainable procurement and environmentally preferable packaging; and relevant certifications such as LEED, ISO 14000, or B Corporation status. Bidders may also demonstrate achievements through annual sustainability reports, specific reduction targets for energy and water usage, Carbon Disclosure Project reporting, third-party energy or waste audits, and employee training on environmentally preferable products or services. The Commonwealth explicitly considers these environmental initiatives part of the "best value" in procurement decisions, incentivizing bidders to document measurable accomplishments and substantiate claims with supporting evidence.

Environmental Practices Form

RFR-2026-DOI-006 Environmental Practices Form
The primary purpose of this form is to encourage bidders to communicate existing business practices that foster a sustainable approach to conducting their operations. This may include one that has a reduced impact on the environment or public health, such as, but not limited to, creating less waste by using less packaging; eliminating the use substances and/or materials that are considered toxic; using alternative fuel vehicles in the delivery fleet for the purpose of reducing air pollution and greenhouse gas emissions, or setting environmental policies and measuring progress.

The Commonwealth considers such initiatives part of the “best value” of procurement. Bidders have an opportunity to receive additional points in the evaluation phase of the RFR for the environmental initiatives they have identified. However, bidders must provide documentation to substantiate answers. If reference is made to an attached bid document, or URL, list reference in Column C.
