About this file
This document is a Request for Response (RFR) issued by the Commonwealth of Massachusetts Executive Office of Health and Human Services, Department of Public Health, Lemuel Shattuck Hospital for a Blood Gas Analyzer Agreement. The RFR provides details on the required technical specifications for the blood gas analyzers, including a request for proposals that can provide test results within 2 minutes of sample introduction and have a minimum 4-month shelf life for cassettes. The RFR also specifies that bidders are to include a separate line item of $5,000 for a bi-directional interface with the Medi-Tech system, which will be credited back to the awarded vendor in the first year of the contract.
The RFR indicates that bidders should submit proposals separately rather than combined into a single bid. The contract term and any renewal options are not specified. Pricing terms, set-asides, funding requirements and sources, and other salient information are also not provided in the document.

Request for Response (RFR) 161022
Blood Gas Analyzer Agreement
Questions and Answers #1 March 16, 2015
Ladies and Gentlemen:
The following questions for the above referenced RFR are answered below for all potential bidders.
Nothing in the hospital’s response to these questions is to be construed as agreement to or an acceptance by the hospital of any proposal, statement or interpretation on the part of a vendor.
Q1. If a vendor desires to submit two proposals, should these be submitted as one bid with two options or as two separate bids?
A1. Do not combine proposals into one bid. For each proposal; submit a separate bid.
Q2. RFR 161022, paragraph 2.1, b. 7 states that patient test results are to be available within one minute of sample introduction. Can this be amended to “within 2 minutes” of sample introduction?
A1. Yes. The hospital will accept proposals for analyzers that produce test results within 2 minutes of sample intr oduction.
Q3. RFR 161022, paragraph 2.1, b11 requires a minimum shelf life of 6 months for cassettes. Can this be amended to cassette shelf life of 4 months?
Q3. Yes. The hospital will accept proposals for analyzers that use cassettes with a minimum of 4 months shelf life.
Q4. Please clarify the cost of the bi-directional interface with medi-tech.
A4. Bidders are to include a separate line item on their cost proposal in the amount of $5,000 for the bi-directional interface with medi-tech. After the interface is complete and invoiced, the awarded vendor agrees to issue a credit for the amount of the invoice but not to exceed $5,000. This credit will be applied to vendor invoices in the first year of the contract.
