About this file

This document summarizes the pre-bid conference for RFR# 161022 Blood Gas Analyzer Agreement, a state and local contract opportunity issued by the Shattuck Hospital in Massachusetts. The contract is for a blood gas analyzer that must interface with the hospital's Meditech system. Key details include a 1-minute test result time requirement that vendors requested be amended to 2 minutes, and a 6-month cassette shelf life requirement that vendors requested be amended to 4 months. Vendors were informed that bids must be submitted through the COMMBUYS procurement website and that the hospital's contracts manager, Barry Bergen, would be the sole point of contact during the process. Vendors were also told they would need to provide their Massachusetts Vendor Code prior to submitting a bid.

The document also outlines several clarifications that would be issued, including details on the cost and payment method for the Meditech interface. Vendors were given the opportunity to inspect the current blood gas analyzer setup during the pre-bid conference. No information is provided on pricing terms, set-asides, incumbent vendors, funding sources, or contract duration.

Nancy Willey, Instrumentation Laboratory Comments

· We reviewed the contents of the Request for Response. It was noted that bid submittals must go through the new Massachusetts Procurement Website, COMMBUYS.

· It was explained that Mr. Bergen was to be the sole contact for vendors during the procurement process and all questions/inputs should go through him. This would include company brochures on potential equipment that may be offered as well as technical questions about the Meditech interface.

· Vendors were informed they would be contacted by Mr. Bergen for an update on their Federal tax identification number to ensure all participants had a current Massachusetts Vendor Code.

· The following issues were raised:

1. If a vendor desires to bid two proposals, should these be submitted as one bid with two options or two separate bids?

2. RFR Paragraph 2.1, bullet 7 states that patient test results are to be available within 1 minute of sample introduction. Can this be amended to “within 2 minutes” of sample introduction?

3. RFR paragraph 2.1, bullet 11 states a minimum of 6 months cassette shelf life. Can this be amended to “a minimum of 4 months” cassette shelf life.

4. RFR Paragraph 2.2, bullet 4 addresses the cost of the bi-directional interface with Meditech. A clarification will be issued regarding the amount to be carried as a line item on the cost proposal as well as the method of payment; i.e. as a credit to be applied to an invoice(s) in the first fiscal year of the contract.

It was noted that answers to these issues would be made available to all potential bidders at the same time via posting on the COMMBUYS website.

· Bidders were brought to the hospital respiratory department to inspect the current installed blood gas analyzer set up and the conference concluded there.
