About this file
This is a Request for Qualifications (RFQual) issued by the Florida Department of Corrections (FDC) for continuing architectural and engineering (A/E) services for Region 1. The Department seeks qualified firms to provide design, pre-construction, and construction administration services for multiple projects with individual construction costs not exceeding $4,000,000 and professional services fees not exceeding $500,000 per project. Interested firms must submit sealed qualifications by July 20, 2026, at 3:00 p.m. Eastern Time to the Bureau of Procurement in Tallahassee. An informational meeting is scheduled for July 8, 2026, at 10:00 a.m. The Selection Committee will meet on August 6, 2026, and presentations from the top-ranked firms will be held August 24-25, 2026, in Tallahassee. Agency selection notification is expected in September 2026. The resulting contract will authorize projects on an as-needed basis, with each project requiring a separate Letter of Authorization following Department approval of the A/E's proposal and negotiated terms.
Firms must be currently licensed to provide A/E services in Florida and registered with the Florida Department of State. Current design funding available for the fiscal year is $500,000. Qualified firms must demonstrate professional liability insurance of at least $1,000,000 and provide a performance bond commitment of $500,000. The evaluation process comprises an initial screening (100 points) based on submitted qualifications assessing related building experience, office and on-site staff, scheduling and cost control capabilities, information systems, and financial capability, followed by optional presentations (100 points) for the top three firms. Evaluation criteria emphasize correctional or forensic project experience completed since January 2016, with references required from organizations for which similar services were provided within the preceding three years. Submission requirements include one signed original letter of interest, five paper copies, and one searchable PDF on a flash drive or CD of all attachments with required forms and certifications completed and notarized as applicable.
