About this file

This is Addendum #002 to a Request for Qualifications (RFQual) issued by the Florida Department of Corrections for Continuing Architectural/Engineering (A/E) Services in Region 1. The addendum provides the Department's written responses to 79 questions submitted by prospective firms and includes a critical change to project cost thresholds. The solicitation seeks sealed qualifications from licensed A/E firms to provide design, pre-construction, and construction-administration services for correctional facility projects in Region 1on an as-needed basis. Change No. 1 revises the maximum basic construction cost per project from $4,000,000 to $7,500,000, with professional services fees not exceeding $500,000 per project. The informational meeting was held on July 8, 2026, at 10:00 a.m. in Tallahassee, Florida, and was in-person only. Sealed qualifications are due August 27, 2026, at 3:00 p.m. Eastern Time. The resulting contract will have a five-year initial term with an option to renew for an additional five years, with projects authorized individually via Letters of Authorization following Department approval and negotiation of each proposal.

The addendum clarifies numerous submission requirements and evaluation criteria. Firms must submit separate responses for each region in which they wish to provide services. All required forms must be submitted, including the complete SF330 form for the prime firm and SF330 Part II for each subcontractor, the DMS Form AE12a Professional Qualifications Supplement, professional liability insurance documentation of at least $1 million, and notarized reference forms from governmental entities completed within the past three years. The Department will accept any of four forms of evidence demonstrating financial stability, including bonding capacity letters of commitment, financial statements, or other acceptable documentation—firms need provide only one option. Evaluation will consist of an initial screening worth 100 points assessing qualifications, with optional presentations for the top three ranked firms worth an additional 100 points. Up to three firms may be awarded continuing services contracts. The Department emphasizes that certain evaluation criteria address how A/E firms collaborate with owners and construction managers on tasks typically led by general contractors, rather than requiring firms to assume general contractor responsibilities.

Addendum #002 also includes the following changes:

Change No. 1:

Section 2.1, Project Description, is revised as follows:

The Florida Department of Corrections (Department) is seeking Sealed Qualifications from architectural/engineering (A/E) Firms to provide continuing architectural services for various Projects in which basic construction costs for each Project do not exceed $4,000,000 $7,500,000, and when the fee for Professional Services does not exceed $500,000 in Region 1. Attachment I, Project Description, contains more detailed information on this Project.

Qualified Firms that respond must be licensed to provide A/E services in the State at the time of qualification submission. If a corporation or partnership, the Firm must be registered by the Florida Department of State, Division of Corporations, to operate in the State at the time of qualification submission.

The Department will define a scope of work for each Project that describes the services. The A/E shall then submit a proposal for the requested Professional Services which clearly reflects the Department’s scope of work, its proposed fee, and an estimated completion date. The Department mailto:CO-GCAgencyClerk@fdc.myflorida.com

RFQual-26-062 Addendum #002 Page 2 of 20 will authorize Projects on an as-needed basis and will negotiate each Project’s final terms of service.

Once the A/E’s proposal, inclusive of all negotiated terms, is accepted by the Department, the Department will issue the A/E a Letter of Authorization for each Project.

All interested Firms should provide their Sealed Qualifications to the Bureau of Procurement by the date and time established in the Timeline.

Response to Written Questions

Statewide Continuing Architectural /Engineering (A/E) Services FDC RFQual-26-062, RFQual-26-063, RFQual-26-064, and RFQual-26-065

# Question Answer

If a firm is interested in more than one region, should we submit a packet for each? Or should we put the interested regions on the cover?

Interested Firms must submit a Response for each region it wishes to provide Continuing A/E services to the Department.

Do you have an incumbent list for this contract? The Department’s current contracts and Vendor information are publicly available on the Florida Accountability Contract Tracking System (FACTS) website. This information can be accessed at:

https://facts.fldfs.com

If we are unable to attend the pre-bid meeting in Tallahassee, will meeting minutes be made available?

The Informational meeting recording can be requested by submitting a Public Records Request to https://www.fdc.myflorida.com/newsroom/public-records.

Regarding Item No. 5 of the RFQ (SF330s for Subconsultants), are you requesting complete SF330 forms, including all sections of Part I (A-G)?

My understanding is that the SF330 format typically requires only Section E (Resumes) and Part II for subconsultants, so I wanted to confirm.

Per SF330 Form instructions, Part I is for the Firm submitting the Response to this solicitation, Part II is for any Branch Office, or in reference to this solicitation, any Subcontractor. Any Branch Office or Subcontractor that fills out Part II should be listed on Part I, Section C.

Proposed Team and indicated as a Branch Office.

We’re an MEP firm and are thinking about submitting for this, but I wanted to see if we could find out first if MEP firms would be selected for this or if it was only for Architects. Do you happen to know?

Please see Section 2.1, Project Description, of the RFQual. Qualified Firms that respond must be licensed to provide A/E services in the State at the time of qualification submission.

Please see Section 3.3.1. Firms responding to this RFQual are required to have a current Florida A/E Professional Registration Certificate, be in good standing, and be licensed to work in the State.

Could you please confirm if the due date is the one highlighted on Pg. 3 of ALL the RFQ’s for Region 1, 2, 3, 4 for July 20? The advertisement that was emailed to me has June 19 on it. Thank you for clarifying the correct due date.

Addendum 001 to the RFQual, published on July 14, 2026 to the VIP, revised the Timeline. Please continue to monitor the VIP site for any addenda that may affect the Timeline.

Addendum #002 Page 4 of 20

# Question Answer

Section 4.12.4 requires a Letter of Commitment for a 100% Performance and Labor & Material Payment Bond. Since this procurement is for continuing architectural and engineering professional services rather than construction services, would the Department consider removing or modifying this requirement? If not, please clarify the Department's intent regarding the application of this bonding requirement to A/E firms

The Department will accept any of the four (4) options listed in Sections

4.12.1 through 4.12.4 as evidence of the Vendor's financial stability or financial capability.

For purposes of the "On-Site Project Staff" evaluation criterion, please clarify the Department's expectations regarding proposed staffing. Since this is a continuing services contract with future task authorizations to be defined on an as-needed basis, should firms identify personnel anticipated to perform field visits, construction administration, and site observations, or does the Department expect dedicated on-site staff assignments for the contract?

Firms shall identify the personnel who will typically perform the responsibilities under this Contract.

The intent of Sections 4.4.5 and 4.4.6 is to understand:

• How the Firm organizes and allocates staff for task-order assignments

• Which team members are responsible for various project functions

• The typical level of effort or time commitment associated with those responsibilities

• How the Firm’s organizational structure supports coordination, communication, and accountability

Responses should reflect the Firm’s standard approach to staffing for task-order-based A/E services, rather than project-specific or dedicated on-site assignments.

Does the Department intend to award one continuing services contract per region, or could a single firm be selected for multiple regions?

The Department intends to award one continuing services contract per region; however, a single firm could be selected for multiple regions.

I was reaching out to see if it would be possible to obtain a list of the current contract holders with FDC. We are interested in exploring potential teaming opportunities and would appreciate any information you can provide regarding firms currently under contract.

Please see the Department’s Answer to Question No. 2 of this Addendum.

# Question Answer

I would like to request a bid package for the above referenced advertisement. Please let me know if you have any questions. Thank you in advance for your help.

All publicly available information related to this RFQual is published to the VIP at https://vendor.myfloridamarketplace.com.

With regard to the informational meeting on July 8th at 10am for the Continuing Services Contracts 1-4 will there be a phone in option available or is it in person only? Thank you

The Informational meeting for RFQual-26-062, RFQual-26-063, RFQual- 26-064, and RFQual-26-065, was held on July 8, 2026, and was in person only.

Attachment III requires references to be completed, signed, and notarized. To minimize administrative burden on our clients and reference providers, will the Department accept electronically transmitted PDF copies of completed and notarized reference forms for inclusion in a firm's submission, or are original wet-ink signatures and notary seals required?

No, please see Section 4.8 of the RFQual.

Attachment III, Firms Reference Form and Questionnaire for References, forms must be sealed separately and included with Tab 8, Electronically transmitted PDF copies to the Department will not be accepted.

14a

There are several sections in the RFQ that appear to pertain to General Contractors or Construction Managers.

Examples

Tab 4 request descriptions for construction scheduling, constructability analysis, cost control and claims management. As Architects we rarely take the lead for these items, and this appears to be in the GC court.

The Department understands that several items listed in Section 4.4.3— such as construction scheduling, constructability analysis, cost control, change order negotiation, and claims management—are responsibilities commonly led by General Contractors or Construction Managers.

For this RFQual, the intent is not for Architects or Engineers to assume GC/CM responsibilities. Instead, these items are included to allow Firms to describe:

• The A/E team’s capabilities and role in supporting, reviewing, or coordinating these activities.

• How the Firm collaborates with Owners, Construction Managers, and General Contractors on these tasks.

• Any tools, processes, or methodologies the Firm uses to integrate design decisions with schedule awareness, cost impacts, constructability reviews, and quality control.

• How the Firm ensures its design work facilitates efficient construction and project delivery, even when these tasks are led by others.

https://vendor.myfloridamarketplace.com/

Addendum #002 Page 6 of 20

# Question Answer If a Firm typically does not lead these functions, it may simply outline its typical involvement and approach, such as design coordination, providing input on constructability, assisting with cost evaluations, participating in change discussions, or supporting schedule development led by the GC/CM.

The Department is seeking to understand how each A/E Firm contributes to these project elements, not for A/E Firms to perform GC/CM services.

14b Tab 7 inquiries how the firm ensures that the subcontractors adhere to schedules and experience with cost loading of schedules. We do not have control over subcontractors.

Please see the Department’s Answer to Question No. 14a of this Addendum.

14c Tab 12 request bonding capacity and a letter of commitment from a Surety Company. Archtectural Firms carry insurance but generally are not bonded.

Please see the Department’s Answer to Question No. 7 of this Addendum.

The scoring evaluation discusses On-Site Project Staff, 20 points. With project of this size the Architect generally does not have on-site staff.

Please see the Department’s Answer to Question No. 8 of this Addendum.

Will in person presentation be required for this contract?

Presentations will be held in Tallahassee, FL, on or around the dates listed in the RFQual Timeline, if the Department determines necessary.

Please see Section 3.3.2 of the RFQual.

17 Will these issues be addressed before or at the Informational meeting?

This Addendum provides the Department’s Answers to any questions submitted in writing by the deadline listed in the RFQual Timeline.

Will a virtual attendance option be provided for the subject A/E opportunity July 8 informational meeting?

Please see the Department’s Answer to Question No. 12 of this Addendum.

I had a clarification about the RFQual-26-062, Continuing Architectural/Engineering (A/E) Services - Region 1-4 I wanted to ask... are questions only allowed at the informational meeting on July 8?

Addendum #001 to the RFQual published to the VIP, revised the RFQual Timeline on July 17, 2026, to include a question and answer period. The deadline to submit questions in writing was July 24, 2026.

# Question Answer

Doesn't the Florida Statute allow for up to $7.5M in construction estimate threshold for architecture and engineering services? $4.0M is the old number. Here is the statute. Chapter 287 Section 055 - 2024 Florida Statutes - The Florida Senate

Please see Change No. 01 of this Addendum.

Is the Pre-Bid/Informational Meeting in person or will you send out a zoom/teams link?

Informational Meeting July 8, 2026, at 10:00 a.m., E.T. Florida Department of Corrections Bureau of Procurement 501 South Calhoun Street, Room 311C Tallahassee, Florida 32399

Please see the Department’s Answer to Question No. 12 of this Addendum.

PAGE 14, ITEM 4.4.5 A chart of the individual staff members with their assigned responsibilities and the allotted number of days for each staff member to complete those responsibilities.

Please clarify the request for the 'number of days to complete a responsibility', if the contract is to do task orders of all different scopes and sizes.

Section 4.4.5 requests a chart showing each proposed staff member’s responsibilities and the approximate number of days associated with those responsibilities. This Contract will involve task orders of varying scopes and durations. For this RFQual, Firms should provide:

• A general, representative breakdown of how staff typically allocate their time to the responsibilities listed in Tab 4; and

• Approximate or illustrative effort levels based on your Firm’s standard approach to similar projects.

These estimates may be expressed in ranges, typical durations, or baseline assumptions. The purpose is to allow the Department to understand staffing capacity, workload distribution, and how your team manages responsibilities.

Firms will be able to provide project-specific schedules and staffing plans after the award when individual task orders are issued.

Extension Would it be permissible to request an extension for the deadline as many of our subcontracting partners were out of office with the Fourth of July holiday.

# Question Answer

I have a question regarding Tab 2 – General Information from the Continuing Services RFQuals. Requirements confirm 2 pages for an executive summary. Can the DOC confirm this does not include the Attachment II, Incorporation Certificate, Insurance COI, and PQS Form?

The two (2) page limit applies only to the Executive Summary itself.

Attachments, forms, certifications, and required documents listed under Section 4.2 are not counted toward the two (2) page limit.

These items should be included under Tab 2 of the Firms Response in the order listed in the RFQual.

25 I wanted to confirm that the informational meeting is still today at 10:00 am, Yes. The Informational Meeting was held on July 8, 2026, at 10:00 a.m.

Regarding Section 4.4.7, which requires a completed current copy of the SF330 for the office(s) performing the work: Is the Department requesting the firm's current SF330 Part II (General Qualifications), or is it expecting a complete SF330 Part I in addition to the information already required in Tab 4 - Personnel and Tab 6 - Projects?

Firms submitting a Response to this solicitation are required to complete SF330 in its entirety in addition to the requested information in Tab 4 of the RFQual.

Informational Meeting Will the Department post the attendee sign-in sheet from today's informational meeting as part of the solicitation documents?

The Informational Meeting sign-in sheets can be requested by submitting a Public Records Request to https://www.fdc.myflorida.com/newsroom/public-records.

Professional Qualifications Supplement (PQS) Regarding the Professional Qualifications Supplement (PQS), for the "Volume of Fees" section, should firms report all architectural/engineering work performed in Florida, or only work that is comparable to or anticipated under this continuing services contract (excluding work such as FDOT contracts)?

Please see Section 4, Previous fee volume for DMS and State Agency work, and Section 6, Definitions of the AE12a Professional Qualifications Supplement (PQS) Document.

Extension on Due Date Given the requirement for multiple notarized reference forms from third-party clients, would the Department consider extending the Sealed Qualifications due date?

Please see the Department’s Answer to Question No. 6 of this Addendum.

Addendum #002 Page 9 of 20

# Question Answer

I have a question regarding the Attachment III Form required for the above-mentioned solicitations. Our firm will be submitting for multiple regions, so we would like to clarify whether or not the reference and questionnaire forms need to be original, notarized documents (for each submittal) or if copies are acceptable? Please advise.

Attachment III, Reference Form and Questionnaire, must be original notarized document and submitted with each Response.

The RFQ states:

“The Florida Department of Corrections (Department) is seeking Sealed Qualifications from architectural/engineering (A/E) firms to provide continuing architectural services for various Projects in which basic construction costs for each Project do not exceed $4,000,000 and when the fee for Professional Services does not exceed $500,000 in Region 3.”

However, our understanding is that the current statutory limit for individual projects under a continuing contract is $7,725,000.

Could you please clarify whether the maximum construction cost for individual projects under this continuing contract is limited to $4,000,000, as stated in the RFQ, or if the Department intends to utilize the current $7,725,000 threshold?

Please see change No. 1 of this Addendum.

If a firm plans to submit for all four regions, would it be acceptable to submit one Statement of Qualifications for all four regions?

Please see the Department’s Answer to Question No. 1 of this

In section 4.2, the Executive Summary is listed as no more than two pages. Does that include the response to questions from 4.2.1 to 4.2.7?

Please see the Department’s Answer to Question No. 24 of this

Addendum #002 Page 10 of 20

# Question Answer

In section 4.4.7, there is a request for a “a completed current copy of the SF330 for the office(s) that will be performing the work.” Does this mean you want a copy of each SF330 Part II document for offices performing the work from Dewberry and additional subconsultants?

Please see the Department’s Answer to Question No. 4 of this Addendum.

35 4.4.5 – Just want to verify that this a SF330 Part II for each of our subconsultants?

Please see the Department’s Answer to Question No. 4 of this Addendum.

For 4.6.1 and 4.6.2., would you prefer a SF330 part F for each project, a list of the projects in a matrix/table, or is our regular format project sheet acceptable?

The Department does not require a specific format for Sections 4.6.1 and

4.6.2. Vendors may submit SF330 Part F forms, a matrix or table, or the Firm’s standard project sheets. Any format is acceptable as long as it clearly presents all information required in the sections and allows the evaluation team to easily review each project.

How is the department going to respond to questions from the meeting? Will there be an addendum. And if so, when?

This Addendum provides the Departments Answers to any questions that were submitted in writing by the deadline listed in the RFQual Timeline.

Since the prebid meeting is July 8, that leaves eight business days for the department to answer questions and less time for us to respond to those changes based on the responses. Would the DOC consider extending the due date for the qualifications to July 27?

Please see the RFQual Timeline and continue to monitor the VIP site for any addenda that may affect the Timeline.

Please confirm that Attachment III (section 4.8.3) are to be included as part of the printed proposal, or as a separate sealed envelope?

Please see the Department’s Answer to Question No. 13 of this Addendum.

40a

I am seeking clarification regarding the SF330 submission requirements.

The RFQ states that a "complete SF330" must be assigned to each subcontractor. Could you please confirm whether this refers to:

• A full SF330 package for each subcontractor (Part I, Sections A–H, and Part II), or

• SF330 Part II (General Qualifications) only for each subcontractor?

Please see the Department’s Answer to Question No. 4 of this

Addendum #002 Page 11 of 20

# Question Answer

40b

Additionally, regarding the requirement for past project experience, can the projects included in the SF330 package also be used to satisfy the requested past project submissions, or is the intent for firms to provide an additional ten projects that are separate from those included in the SF330? In other words, may the same projects be used for both requirements, or should they be different?

Yes, the same projects may be used for both requirements.

4.12 Financial Capability (Tab 12)

Can the Department clarify what documentation is acceptable to satisfy sections 4.12.1 and 4.12.3.

Please see the Department’s Answer to Question No. 7 of this Addendum.

Is there a page limit to the proposal? No, there is no page limit for the Vendor’s Response, but only the required information listed in Section 4, Required Submittals, will be evaluated by the Department.

Under Tab 2 General Information - vendors are required to submit a DMS Form AE12A and in Tab 4 Personnel the vendors are required to submit a SF330 Form and resumes. These forms have a wide overlap of information requirements. Are both forms required?

Both DMS Form AE12A and the SF330 Form are required. Submit resumes only under Tab 4.

Under Tab 4 Personnel - vendors are required to submit resumes for staff assigned to the project.

The SF330 also has resumes of staff and consultants. Are resumes to be duplicated?

Please see the Department’s Answer to Question No. 43 of this Addendum.

Under Tab 4 Personnel – vendors are requested to provide a description of capabilities for a list of tasks that are more General Contractor related such as the following:

Construction Scheduling Constructability Analysis Cost Controls Change order negotiation Claims Management

Please see the Department’s Answer to Question No. 8 of this

Addendum #002 Page 12 of 20

# Question Answer Transition Planning

Are we to describe what we would do as Architects for these tasks? These tasks are more of a General Contractor’s contact requirements.

Under Tab 4 Personnel – it asked for an allotted number of days for each staff member complete responsibilities. Since we don’t have a project to work off of how should we respond to this question?

Please see the Department’s Answer to Question No. 8 of this Addendum.

TAB 4: Section 4.4.1, section 4.4.4, and section

4.4.5 all specify a “chart of individual staff members proposed for this project” that shows different information. Are these 3 separate organizational charts or one combined?

Section 4.4.1 requires a chart showing the key personnel who will specifically work on this Contract.

Section 4.4.4 requires a chart for all staff of the Firm, regardless of whether they will be assigned to this Contract.

Section 4.4.5 requires a chart that describes the individual staff members proposed for this project, including their assigned responsibilities and the Firm’s expected timelines for completing tasks.

Vendors may submit separate charts for each section, or a single combined chart, as long as all required information is clearly addressed.

These sections collectively allow the Department to assess the Vendor’s proposed project team, the Firm’s overall staffing capacity, and the clarity of its management approach. This information demonstrates whether the Vendor is appropriately staffed, organized, and prepared to effectively manage and complete the requirements of the contract.

Under Tab 5 Consultants – Can we have more than one consultant per discipline? If so are resumes required for each consultant? Example; In Region 1 if we are selected we may be ask to do work near Pensacola and it would be good to have a local Civil Engineer that knows the area and can work with the local governmental groups to get a project permitted. With multiple consultants the Architect

Yes, a Firm can have more than one (1) consultant per discipline.

Resumes are not required by subcontractors, however applicable parts of Form SF330 should be completed for each subcontractor.

Addendum #002 Page 13 of 20

# Question Answer would be able to consult with FDC staff and select a team of consultants from a prequalified list that would be best for a specific project.

Under Tab 7 Scheduling and Cost Controls – This section appears to apply to General Contractors.

Are we required to respond to this section or should we respond to scheduling during the design phase?

Please see the Department’s Answer to Question No. 14a of this Addendum.

TAB 8: Is the information required in section 4.8.3 (Attachment III – Reference Forms) to be repeated to satisfy the requirements of 4.8.1? Or does the inclusion of Attachment II satisfy all sections of Tab 8.

Tab 8 contains the Firm’s list of references and Firms response to Sections 4.8.1–4.8.2.

Attachment III, referenced in Section 4.8.3, must be completed by the business providing the reference, sealed, and included within Tab 8.

Under Tab 10 Office Location – With projects that are less than $7.25 million the architect would generally not have a field office unless the Owner requires on-site representation

For Tab 10, Firms should identify the operating home or primary business office responsible for managing task orders under the contract. This is the office where the Firm normally conducts its A/E business and where a corporate officer is authorized to act on behalf of the Firm.

Under Tab 12 Financial – Bonding Capacity is required and a letter of commitment is required.

Most Architects and engineers for this size projects only carry professional liability insurance. Can this sections be removed?

Please see the Department’s Answer to Question No. 7 of this Addendum.

Section 5 Initial Screening Evaluation – This section has evaluation points for On-site project staff. Due to the size of the projects the Architect will not have on-site staff. Will this evaluation section be changed or deleted?

Please see the Department’s Answer to Question No. 8 of this Addendum.

Due to the number of questions from prospective vendors at the Informational Meeting, held on 7/8/2026, will the due date for proposals be extended?

Please see the RFQual Timeline and continue to monitor the VIP site for any addenda that may affect the Timeline.

Addendum #002 Page 14 of 20

# Question Answer

CRA intends to submit on the Florida Department of Corrections projects and we wanted to make sure that we have the correct PQS Forms. Can you tell us where to locate these?

Please see Section 4.2.7 of the RFQual.

A completed "Professional Qualifications Supplement (PQS)" (DMS Form AE12a, Revised 09/2021) with current data.

We would like to inquire about the attendee list from the pre-proposal meeting. Will that be released?

The attendee sign-in sheet from the Informational Meeting may be requested through a public records request at:

https://www.fdc.myflorida.com/newsroom/public-records.

In which format would you like the submission? On the RFQual 6-065, "Response Instructions" the proposal calls for 8 items and in the "Request for Qualifications " it calls for 13 tabs?

Section 3, General Instructions, refers to the general administrative instructions on how to submit a Response to the Department.

Section 4, Required Submittals, refers to the Proposal itself and is what will be evaluated.

The RFQual requires submission of “one (1) signed, original letter of interest” in Section 3.3.3, while Section 4 identifies the minimum required contents and tab organization of the Sealed Qualifications but does not include a Letter of Interest. Should the Letter of Interest be submitted as a separate document outside the tabbed qualifications package, or should it be incorporated into the Sealed Qualifications (e.g., as the first section, ahead of the table of contents)?

Letter of Interest must be included with the Sealed Qualifications and placed before the Table of Contents.

Section 4.12, Financial Capability (Tab 12), lists several forms of evidence that the Department "will accept" to demonstrate financial capability. Can the Department confirm that submission of any one of the listed items (Sections 4.12.1 through 4.12.4), as applicable, is sufficient to satisfy the Financial Capability requirement, and that respondents are not expected to submit all of the listed items?

Please see the Department’s Answer to Question No. 7 of this https://www.dms.myflorida.com/business_operations/real_estate_development_and_management/building_construction/forms_and_documents https://www.dms.myflorida.com/business_operations/real_estate_development_and_management/building_construction/forms_and_documents https://www.fdc.myflorida.com/newsroom/public-records

Addendum #002 Page 15 of 20

# Question Answer

Section 4.6.1.1(f) requests the "Cost of project (design and engineering cost)." If the design and engineering fee is confidential or contractually restricted from disclosure, will the Department accept the total project construction cost in lieu of the design fee, or is there another preferred method of satisfying this requirement?

Please see Section 3.8, of the RFQual.

Due Date/Time Discrepancy

Addendum #001 lists the due date as “Aug. 27, 2026, at 2:00 pm, E.T.” on page 1, but the Timeline table on page 2 shows “Aug. 27, 2026 at 3:00 pm E.T.” Could the Department please confirm the correct submission deadline time?

The due date is 3:00 p.m. E.T. as indicated on the Revised Timeline, Addendum 001 of the RFQual.

# Question Answer

Reference Reuse Across Regional Pursuits

If a project referenced in Attachment III (Notarized References) is cited in more than one of the Department’s regional Continuing A/E Services RFQual Submissions (Regions 1-4), does the Department expect the notarized reference for that project to be independently completed, signed, and dated for each regional submission, or may the same notarized reference document be submitted as part of multiple regional Sealed Qualifications?

Please see the Department’s Answer to Question No. 30 of this Addendum.
