About this file
This document is a Request for Qualifications (RFQu) issued by the Dekalb County School District (DCSD) in Georgia for professional architectural and engineering services for Bus Maintenance, Parking, and Charging Facilities. The RFQu outlines the scope of work, which includes providing design services for bus maintenance, parking, and electric vehicle charging facilities. Respondents are requested to provide two quotes: one for full design services and another assuming DCSD's participation in the Georgia Power Make Ready program. The district will determine if interviews are required after reviewing the submissions. The deadline for responses is not specified, but the RFQu provides a timeline for the selection process. Site visits can be arranged by contacting the designated point of contact.
Regarding pricing, the RFQu sets maximum fees for the design services, and the district will cover the cost of permit fees. The RFQu does not allow for partial awards or multiple vendors. It also specifies that the primary firm must be a licensed architect in the state of Georgia, and financial statements are not included in the 30-page submission limit.

Item Answer
RFC 1.1 In the RFQu at the bottom of page 6 and top of page 7 of 24, we are requested to provide two quotes; one for full design services and one assuming the District participates in the Georgia Power Make Ready program. As the design fees are set by DCSD for Phase 1, as noted on pages 4 and 5 of 24, how should we address this request for multiple proposals?
The fees shown on pages 4 and 5 are described as “the maximum fee the Architect will receive for this project scope”. These fees would be for full design services. The consultant is requested to provide a fee for design services assuming the District chooses to participate in the Georgia Power Make Ready program as well.
RFC 1.2 Will the District cover the cost of permit fees, if required? Yes, however the AE will typically submit documents and the contractor will pull the permits.
RFC 1.3 Article 6.0 (pages 16-18 of 24) relates to information to be provided during Interviews and Presentation. According to the Timeline Summer of the RFQu (page 1 of 24) interviews are noted as “not applicable.” Should it be assumed that this Article will not have any bearing on the selection process?
The District will determine if interviews are required after all submittals have been reviewed.
RFC 1.4 Article 9.11 (page 20 of 24) list Ms. Belinda Quillet, along with Dr. Tijauna Naylor- Smith, as a point of contact. Who will be replacing Ms. Quillet as a point of contact, if anyone, since her retirement?
Please refer to Addendum No. 2
RFC 1.5 Will you be needing any barrier gate arms for security? The sites will be secured with fencing and gates. Power should be extended to the gate location(s). Type of electronic closing system will be determined during the design.
RFC 1.6 Can you please confirm if the financial statement requested in section 4.3.5.1 will be included in the requested 30-page limit or if that is not counted against that limit?
Financial Statements are not included in the 30 pages.
RFC 1.7 Are there any other aspects that are not included against the page count? No.

Item Answer
RFC 1.8 In the directions for the written recommendations found in 5.1.6.1, it is stated that the recommendations need to include, “discuss their strategy to provide a positive working relationship with DCSD”. Are you asking for information on how the firm created a positive environment with the reference during the project they complete together rather than how the reference will create a strategy for working with DCSD?
No, it’s 2 separate items; a minimum of 3 written recommendations (dated and on letterhead) and the firms needs to provide their written strategy of how they plan to have a positive working relationship with DCSD.
RFC 1.9 Is the district open to choosing multiple vendors, given those with experience in electrified depots may not be the same as those with propane depots?
No.
RFC 1.10 Would the district like to see proposals that include charging/energy management solutions now or in the future?
No, not at this time
RFC 1.11 Is the district open to proposals that include Electrification as a Service (EaaS) models now or in the future for the project sites?
No, not at this time
RFC 1.12 Is the firm that attended the pre-submittal conference required to be a licensed architect/engineer in the state of Georgia, or is it acceptable for the sub consultant(s) of the firm that attended the pre-submittal conference to carry all of the necessary Professional Registrations?
No, because of the potential for additional design services, the primary firm needs to be a licensed Architect.
RFC 1.13 Will you provide a list of all the firms that attended the pre-bid meeting? Please refer to Addendum No. 1 post on our website https://dekalbschoolsga.ionwave.net.
RFC 1.14 Will there be any consideration for partial awards for specific components of the project if a firm provides/demonstrates significant expertise relative to design, cost savings or other factors the provide unique features or benefits?
No.
RFC 1.15 How do we set up a site visit to the two sites or can we just go by and visit them? Please contact Mr. Richard Boyd directly at 678.676.1483 or by email at richard_boyd@dekalbschoolsga.org to set up site visits.
