About this file
This document is Addendum #1 for a Request for Qualifications (RFQu 25-057-RM) issued by the Kissimmee Utility Authority (KUA) and the Board of County Commissioners of Osceola County, Florida, for professional engineering consulting and project inspection services. The project involves constructing two 69kV underground transmission circuits, partially funded by a grant (ED24ATL0G0322) from the Economic Development Administration, U.S. Department of Congress. The addendum addresses six specific questions from potential bidders regarding project details, including Right of Way (ROW) usage, conduit routing, trenchless methodology, grant requirements, project management experience, and construction support expectations.
The addendum clarifies that KUA will use a new underground transmission route with an easement sized to accommodate future 230kV infrastructure, even though the current project involves 69kV segments. The document emphasizes that while it is not mandatory for the Project Manager to have prior federal grant project experience, having team members familiar with federal grant compliance will be considered during proposal evaluation. Bidders are directed to review Section 4 of the solicitation document (pages 128-150) for detailed technical requirements and are encouraged to submit additional specific questions if needed. The addendum requires bidders to acknowledge receipt by signing and returning the document with their bid response.

TO: All Proposers FROM: Ramandeep Mann, MBA, CPPB, NIGP-CPP DATE: July 10, 2025 RE: RFQu 25-057-RM, Professional Services Request For Qualifications For Engineering Consulting And Project Inspection
Services For The Construction Of Two 69kv Underground Transmission Circuits Funded In Part By Grant Award ED24ATL0G0322 Awarded To The Kissimmee Utility Authority And The Board Of County Commissioners Of Osceola County, Florida, By The Economic Development Administration, U.S. Department Of Congress (“Project”).
ADDENDUM #1
Bidders are hereby notified that this addendum shall be made a part of the above-named Request for Qualification and agreement documents. The items listed below are issued to add, modify, and/or clarify the solicitation document and agreement documents. The items shall have the same force and effect as the original bidding and agreement documents, and cost involved shall be included in the bid pricing. Bids, to be submitted, shall confirm with the addition and revision listed herein. Return this sheet with your bid response.
I. QUESTIONS
Q1. Please clarify the plan to use an underground residential distribution ROW to install 230kV and then expand the ROW?
a. Does this violate any conditions of the grant?
A1. We did a search of the word “residential” in the solicitation document and there is no reference to Kissimmee Utility Authority (KUA) planning to use an underground residential Right of Way (ROW) for this project. KUA has an easement for the existing 69KV Over Head (OH) transmission line.
The County (who owns the property along the proposed underground route) will be granting KUA an easement for the new Underground (URD) transmission route. The size of the required easement will be determined by the Engineer of Record (EOR) based on thermal 230KV duct bank calculations (even though we’ll be installing 69KV segments for the construction project). So, the easement will be sized for future 230KV accommodation.

Q2. Are all (16) conduits expected to be routed through the single vault or just the 69kV lines?
A2. Yes; that is preferred. If there is a technical reason why all the conduits can’t route through a single vault, then the ultimate EOR may advise this with their design in which case I guess we’ll have more than one vault.
Q3. Why is micro tunnel listed as the most likely trenchless methodology?
A3. It was the methodology recommended by a Professional Firm that evaluated the URD route. If the ultimate EOR recommends a different methodology, then it will be considered for approval by KUA.
Q4. What are the technical requirements of the received grant?
A4. Read Section 4 Scope of Services pages 128 through 150 of the solicitation. If you have more specific questions, then you may submit them.
Q5. How critical is it to have the PM be in grant projects, as requested?
A5. It’s not mandatory for the Firm’s design Project Manager to have prior experience with Federal Grant Projects; however, the Federal grant compliance requirements and expectations for the project are detailed in the Scope of Work and extensive. Failure to have a project team member identified with prior experience dealing with Federal Grants and proposed for use to satisfy those requirements would be noted and taken into account as part of the proposal evaluation scoring.
Q6. Please expand on the level of construction support and inspection or URD engineer onsite required, and assumed duration of activities to be covered?
A6. This is detailed in Section 4. Read page 145, 146, 147, and 149. If you have more specific questions, then you may submit them.
