About this file

This is a Request for Proposals (RFP 25-0511) issued by the City of Phoenix Finance Department for Public Outreach and Community Engagement services. The city seeks to establish one or more contracts with qualified vendors to conduct comprehensive public outreach and community engagement services, creating a Qualified Vendors List (QVL). The pre-offer conference is scheduled for May 7, 2025, at 11:00 a.m. via WebEx, with written inquiries due on May 15, 2025, at 2:00 p.m., and offers due on May 23, 2025, at 2:00 p.m. The selected vendor will be responsible for developing and implementing strategies to effectively reach and involve diverse community members, maintaining effective communication with City staff.

The RFP requires vendors to submit responses through the City's Procurement Portal, with a vendor questionnaire providing requested information and links to required documentation. Contractors must have various insurance coverages, including general liability, automobile liability, worker's compensation, and professional liability. Prices are to be firm and fixed for the entire contract term, with price decrease requests allowed at any time. Vendors must be registered with the Arizona Corporation Commission and must carefully review all solicitation documents. The city emphasizes transparency throughout the procurement process, with all changes to be communicated through official solicitation addenda.
