Questions from Site Visit Monday August 29, 2016 NIH Building 33 Room 1N09 Main Campus Bethesda Video Telepresence Upgrade Solicitation ID: RFQ-RML-C-1805376

Building 33 Room 1N09

1. Vendors raised some concerns about ceiling.

NIAID will complete the ceiling work related to the projector and screen. However, this will be minimal, since the projector re-mounting has been eliminated and the recessed screen has been changed to a surface-mounted model. The vendor is expected to retrofit and replace the 9 existing ceiling speakers with 9 new units, using the existing ceiling tiles. Should these tiles require replacement, NIAID will provide 9 new tiles. (Note: The vendor should make every reasonable effort to reuse the old tiles for the speakers. The surrounding tiles are of an unusual size and new tiles will not match. New tiles will be provided, as a last resort.)

2. Question concerning lectern. May we make recommendation for lectern?

Contractors may make recommendations on the lectern. The lectern and integrated 27” monitor must stay. The 10.1” touch panel must be attached to the (presenter’s) right-side of lectern, using a swivel bracket, or small shelf. The access to the equipment drawer may not be impeded. The touch panel may not be placed on the lectern paper space area. Use of touch panel emulations (such as Crestron X-Panel) are not permitted.

3. Question concerning 52” x 92” screen.

Since the site visit, the BOM and SOW have been amended to change the screen type from a recessed type to a surface-mounted type. This screen will be lighter and less complicated to install. The positioning of the screen has also been changed in the SOW to conform to the projector’s existing beam propagation. The vendor shall make every reasonable attempt to position this new screen to the aesthetic center of the room. (Ideally centered on the two new 90” flat screen TVs.) Maximum use of the projector’s focus, zoom, horizontal lens shift, and vertical lens shift shall be used to achieve this.

4. The ceiling is approximately 26-27’ high in this room? Is as lift available?

No. Note: Since the site visit, the SOW has been amended to eliminate the re-positioning and re-mounting of the projector. Furthermore, the new motorized screen has been changed from a recessed type to a surface-mounted type, which is lighter. This should significantly reduce the amount of work needed to position and hang the screen.

5. Is there light control in this room?

Yes, there is light control. Since the site visit, the SOW has been amended to add control of the Government Furnished Equipment (GFE) GraphixEye RS-232 interface from the AV control system. The Graphical User Interface (GUI) shall have a lighting control page similar to the one in the current Crestron system.

6. Questions/concerns about walls supporting TVs.

The vendor is responsible for reinforcing the wall for mounting of the televisions. They may use either plywood, or steel channel strut. In either case, the reinforcement material shall be painted black and be minimally visible from the side and not visible from the front. NOTE: The new ceiling screen position is just to the front of the TVs, so it is necessary to minimize the cross-sectional protrusion of the TV mounting hardware. (Keep them as slim, as possible.)

7. Can equipment can be shipped directly to NIAID?

No. Contractors must transport equipment to the job site. Bldg. 33 is a highly secured facility. Room 1N09 can be locked at the end of each day. However, the vendor is responsible for the equipment, until the project is signed off.

8. Questions/concerns about what is above the ceilings.

The area above the finished ceiling in Room 1N09 (known as “interstitial space”) is essentially a full floor of engineering space between the first floor and second floor. It is packed with various (Mechanical, Electrical, and Plumbing) MEP equipment. It is accessible via a catwalk (which is about 3 feet above the finished ceiling). The vendor can access it with an escort. NOTE: Since the site visit, the system elements associated with work above the ceiling have been significantly simplified.

9. Questions in regards to the floor plates/connections.

Since the site visit, it has been determined that a durable disconnect of some type should be installed between the lectern’s floor box and the lectern umbilical. This can be by means of bulkhead plates, or industrial-grade couplers. The umbilical shall be long enough to allow the connected lectern to be moved to the adjacent (front) wall of the room. (Approximately 6 feet from the lectern’s normal location.)

10. Will NIAID provide room photos?

No.

11. Since no computers are allowed, how are we allowed to program?

Phones and mobile devices with cameras can be permitted on a case by case basis as needs arise. Any device with a camera would otherwise need to be left in the vehicle or stored in a locker on site.

12. Is there a separate entrance for access and equipment inspection?

Yes. The AV contractors can bring tools and equipment into the building via the loading dock, and the security staff will perform checks of the equipment and swab them as necessary.
