Additional Questions RFQ-RML-C-1805376 NIH Building 33 Room 1N09 Main Campus Bethesda Audio Video Telepresence Upgrade
1. May offerors submit the required proof of corporate certifications in an Appendix which would be excluded from page limits?
Appendices are excluded from the Volume I Technical Quote page count.
1. The BOM number of SEC-4 cards is inconsistent with the number of mic channels that will need AEC. Will you confirm the number of SEC-4 cards required?
The quantity of SEC-4 cards shall be changed from 2 to 6. The quantity of SIC-4 cards shall be changed from 6 to 2. See revised BOM.
1. The BOM number of new ceiling speakers is inconsistent with the SOW number of new ceiling speakers. Will you confirm the number of new ceiling speakers required?
The BOM calls for (quantity) 5 JBL, Control 26CT, 6” ceiling loudspeaker sets. The description states that each unit shall consist of “1 PAIR (2)”. Thus, the total number of delivered speakers shall be 10. A total of (quantity) 9 speakers shall be required. The SOW (Sect. 2.2.3.B.2.a) stands, as is.
1. We understand that our work vehicle will be inspected at the Commercial Vehicle Inspection Facility each day. How long should we expect, on average for the inspection to take?
Inspection of commercial vehicles could take up to 30 minutes or more.
1. It was mentioned at the site visit that there was a good possibility that we will be able to park our work vehicle at the loading dock; is this correct?
It may be possible at times but we cannot guarantee it. One vehicle may be manageable on a daily basis during regular business hours, subject to overcrowding and any emergency response situations. However, no overnight parking will be allowed.
1. How long can we expect it to take, on average, for our equipment/tool bags/etc. to be inspected each day?
Vendor should plan on 15 minutes or less for this process.
1. The sign at the entrance to Building 33 states that knives with blades over 2-1/2 inches long are prohibited. In order to perform our installation tasks, we will have to use drywall saws, Sawzalls, etc. which have blades longer than this; please clarify.
Construction tools will be permitted. Saw blades are fine. Anything that appears to be a weapon will be questioned, but we can handle that as needed on site.
1. Will there be a place to store tools?
AV contractors can store their approved tools and equipment in the building overnight in locked cabinets that the contractor provides. A sign should be posted on the locked cabinet indicating point of contact, contact number, and duration of placement. NIAID will find a spot out of the way of regular foot traffic to locate the cabinet.
1. Cell phones and computers are prohibited inside the building. During the system installation, testing, and commissioning, we will require the use of a laptop which has software to perform control software programming, DSP configuration, etc. There is no way to perform these tasks without one. All of our laptops have cameras, and it would be difficult to procure one that does not. Please clarify.
Phones and mobile devices with cameras can be permitted on a case by case basis as needs arise. The process will be provided to the successful offeror. Any device with a camera would otherwise need to be left in the vehicle or stored in a locker on site.
1. Can vendor work on the weekends with an NIAID OCICB provided escort?
As long as there is an approved escort available, work can be performed on the weekend but must be coordinated with the Contracting Officer’s Representative (COR).

Cisco Master ATP Partner Cisco Premier Certified Partner, Advanced Unified Communications Cisco “Lighthouse” Partner Cisco DMS and MXE Certification
Based on the BOMs for the four projects and attending all site visits, it our understanding that there is no Cisco equipment to be installed in the systems; therefore, there would not seem to be a need for these certifications. Can you clarify?
There is no Cisco on this requirement. NIAID will accept Polycom Certified Partners; and Polycom Certified Videoconferencing Engineer certifications. NIAID also removes the requirement for Microsoft Gold Communications Partner. Reference revised SOW.
