About this file

This document is a Request for Qualifications and Quotations (RFQQ) from the Washington State Recreation and Conservation Office (RCO) for an inventory of fish monitoring in the state using the Viable Salmonid Population (VSP) framework. The consultant will provide information on the status of fish monitoring data and efforts across Washington. Proposals must be submitted by 4:00 pm PST on October 25, 2024. RCO will develop a format for the monitoring inventory table, and will provide contacts to the extent practicable to assist the contractor. The selected consultant will have a tight timeline to complete the work.

The RFQQ provides details on how to format the proposal, including requirements for the Business Information, OMWBE Qualifications, References, and other sections. RCO is requesting qualifications and pricing information, but does not provide any details on funding sources, set-asides, or incumbent contractors. The focus is on obtaining a comprehensive inventory of existing fish monitoring efforts across the state.

STATE OF WASHINGTON

RECREATION AND CONSERVATION OFFICE

RCO RFQQ 2405

Amendment 1

SOLICITATION TITLE: Fish Monitoring

Proposals must be submitted to Eric Tompkins at eric.tompkins@rco.wa.gov no later than 4:00 p.m. PST, Friday, October 25, 2024.

Questions submitted regarding RFQQ 2405 (responses in bold)

1. Is RCO interested in direct measures of VSP parameters only or data that could be used to estimate VSP parameters?

RCO is requesting if the VSP data exists and not the development of new data.

2. Does RCO have any specifications/preferences for how the monitoring inventory table will be presented?

RCO will develop a format collaboratively with the consultant and it will likely be a simple excel spreadsheet.

3. The State of the Salmon in Watersheds does not appear to list all of the salmon and steelhead populations in the state. Is the intent of this project to only assess the populations listed in the State of the Salmon in Watersheds or shall all populations be included?

When selecting regions listed at the bottom of the following link, a full list of salmon populations per region is provided which will be the focus. Salmon Abundance - State of Salmon (wa.gov)

4. Will RCO provide a list of contacts (e.g., WDFW biologists, tribal biologists, utility biologist) that can provide information related to each population?

To the extent practicable, yes. RCO can provide contacts and connect the contractor with local, regional, and lead entity partners to provide names.

However, there will also be some work on the part of the contractor to identify contacts within specific areas.

5. The RFQQ states that, “The Qualifications section of the application must contain information that will demonstrate the applicant’s understanding of the types of services proposed, the applicant’s ability to accomplish them, and the ability to meet tight timeframes to the evaluation panel” but also only has Business Information, OWMBE Quals, and References in the Qualifications section. Please confirm that RFQQ Sections 3.2 D, E, and F should be submitted with Exhibit C Proposer Questionnaire not under the Qualifications section and that Section 3.2 G should be submitted as Exhibit B.

Exhibit B is a certification related to compliance with Governor’s Executive Order 18-03 and needs to be completed and is referenced in 3.2 G. Exhibit C contains the qualifications within Section 3.2 and needs to be completed.

6. Please confirm it is okay to convert Exhibit C into a Word document to provide extra space for responses.

Yes, it is acceptable to convert Exhibit C into a Word document.

7. In Section 4.2, a schedule defined as “Describe CONSULTANT approach to a timeline related to the scope of work.” is included in the evaluation category, but this is not listed in Section 3. Should the timeline be included with the Cost/Hourly Rate Table of Exhibit C or elsewhere? Would the Agency also like proposers to include a narrative of their approach along with the timeline, or would the Agency prefer shorter responses?

A schedule can be submitted in the proposals cost/hourly rate table Exhibit C and can include a brief narrative as appropriate.
