About this opportunity
The Washington State Recreation and Conservation Office (RCO) is seeking qualifications and quotations from experienced consultants to complete an inventory of fish monitoring efforts across the state using the viable salmonid population (VSP) framework. The consultant will be required to provide the RCO with information on the status of fish monitoring data and efforts, including assessments of abundance, productivity, spatial structure, and diversity of salmon and steelhead populations. The consultant will need to coordinate with state agencies, tribal governments, and the RCO's Science Advisory Panel to compile this statewide inventory. Proposals must be submitted by October 25, 2024, and the contract period will run from January 1, 2025 to December 31, 2025. The RCO has budgeted up to $85,000 for this project, which is funded by the Pacific Coastal Salmon Recovery Fund.
The RCO intends to award the contract to the highest ranked responsive and responsible small or veteran-owned business, unless no such business submits a proposal. The selected consultant must have at least 5 years of experience working with fish monitoring data, a working knowledge of salmon recovery plans and monitoring indicators, and familiarity with salmon populations and watersheds in Washington. There are no details provided on incumbent contractors or existing infrastructure and technology that requires integration.
