Responses to Questions

Question #01: Do you have more specifics on the exact wording of the “Life-time warranty” you are looking for, because very few manufacturers are willing to provide a lifetime warranty but what does that even mean? Are they going to replace the product at no cost to you if the product degrades prior to the term they say is the “lifetime”? What is that term? Every product will degrade over time and 22 mils may or may not be sufficient over various substrates.
Response: The lifetime warranty means that the supplier shall establish a periodic maintenance schedule that will allow the owner to reapply coatings without the need to remove existing applications. All new coatings shall bond to form a continuous moisture barrier.
Question #02: Will you accept a 100% acrylic elastomeric roof coating?
Response: We are not considering a 100% acrylic elastomeric roof at this time.
Question #03: Do you mean fire resistant as in Class A or do you mean actually a fire resistant coating that will not burn?
Response: Class A as defined as ASTM 6083.
Question #04: Must all products meet those very narrow/ specific / criteria which match only one very specifically formulated coating; or are you looking for a product that will be cost-effective, provide the energy savings, and the waterproofing performance you are looking for but may have different test results however still meet the standards such as Class A rated, ASTM 6083 (which covers roof coatings), etc.?
Response: The SOW was designed to fit the program needs for this agency, both in material types and other stated requirements.
Question #05:
1. Is the top coat an Acrylic 2 Component Epoxy? It is an acrylic elastomeric sealant for existing roofs. These are generic specifications that are performance based on the before mentioned materials. It is not an epoxy and epoxy roofing materials do not meet the need for the agency.
2. And is this a product specific to one manufacturer? It is not a sole source product that we know of. However, the critical issue is that nearly all roofing material manufacturers have restraining agreements with their dealers that restrict commercial product application to their contractors. It is paramount that whoever is selected will provide training to inmate workers that will allow this product to be used on a national basis.
3. Is this product, to our knowledge still in the competitive market? Yes it is.
Question #06: On page 1 of the SOW it states that you want a lifetime manufacturer’s warranty and on page 6 of the instructions section it states “the vendor must guarantee the quality of the product and that it meets the requirements. Vendor must also guarantee the warranty for defective products.”
Response:
Question #7: Is this a set aside for small businesses or unrestricted?
Response: This is a set aside for small businesses.
Question #8: Do the shipping cost needs to be included in the price of the product?
Response: Shipping costs should be FOB destination and included in the price of the product.
