Questions and Answers 5:

Q: Much of the CDL training will be done on a one-on-one basis with the instructor/student out in the truck (Observation, Lot Exercises, and OTR driving). This one-on-one requirement increases the amount of time we have to pay the instructor a great deal. Do we use the 600 estimate and provide a per session rate based on the 600 and then include in that the one-on-one time that we'll have to pay an instructor?

A: Please use the 600 and provide a per session rate based on the 600 and then include the one-on-one time that you will have to pay the instructor. Please provide enough detail and explanation regarding your program so that I can fully understand what you are offering. I will contact you if I have questions. I will use all the information provided to evaluate your quote. The most important thing is that we want to understand how many sessions (class, one-on-one, testing, etc...) it will take to graduate the inmates through your program and how much you will charge per session. If your program requires more than 600 hours, please note that in your quote.

Q: I see that the total hours of the culinary arts program is 600. However, this is to be split among 2 teachers and different groups. So, I should include a curriculum plan for 300 hours of training? 300 hours for each group = 600 hours?

A: Yes, we anticipate approximately 300 one hour sessions will be needed per year per location in order for all 30 inmates to complete the program. If your program requires more than 300 hours, please note that in your quote. The most important thing is that we want to understand how many sessions it will take to graduate the inmates through your program and how much you will charge per session.

Q: Because these instructor positions would be part-time, we will use the government wage determination sheet/info to come up with a base wage (hourly). How do we account for benefits? Is there a certain percentage that has to be added on to the base wage, since these are not full-time positions?

A: I really couldn’t say. It is your responsibility to fully comply with the Service Contract Act. I suggest you contact the Department of Labor's Wage and Hour Division if you have questions. Your per session rate should be all inclusive. It should include wage, benefits, supplies, overhead, profit, etc

Q: The contractor is to provide the "tools" needed for the culinary program. Are utensils, plates, cookware, etc… considered tools?

A: The contractor does not need to provide utensils, plates, or cookware. The institution will provide those items. The vendor will need to provide all books and literature needed for the course.

Q: Should the cost of fuel be included in our per session rate or will it be supplied by the Institution?

A: FCI Loretto will not be providing any fuel. The cost of the fuel should be factored into the contract.
