Questions and Answers 4:
Q: During certain times of the year, inmates will only be allowed at our facility after 2:30 p.m. Will this be a problem?
A: Unfortunately, this will not work for our requirement.
Q: Please provide more information on the amount of 'on-the-road' training that is required.
A: Over the Road (OTR) driving makes up the majority of this training program. We typically expect the following breakdown:
5% permit preparation/classroom 10% lot exercises
85% OTR
Students must have enough OTR experience to pass the licensing exam. If the driving is conducted as one-on-one training, then this would count as one session (1 hour of driving per student) and should be factored into your quote.
If your program will, therefore, require more than our estimated sessions, please note that in your quote.
Q: In the "Attachment I - Statements of Work, under item IV. Schedule of Performance, it is listed that 20 inmate students will be instructed for the CDL program and 30 students for the Culinary program. Does this mean 20 (CDL) and 30 (Culinary) per year or per session? Our assumption is that this is for one year of total completions; however we are not certain.
A: We are looking for 20 inmates to complete the CDL and 30 to complete the Culinary program per year, but, for accounting purposes, will be paying on a per session basis. So you would have to take your total annual amount and break it down into a per session rate. In your quote, note how many one hour sessions (teaching in a group or driving one-on-one) it will take for 20/30 inmates to complete your program, then break it down into a per session price.
Q: For the CDL program, is the truck/equipment to be provided by the school? If so, is there any monies in this proposal to support the schools that may need to rent/purchase/lease the equipment for use in the program instruction?
A: The answer to this is posted to the RFQ under Q&A 1. The truck/equipment will need to be provided by the vendor. Any rental costs, etc... would need to be included in your per session rate.
