About this file
This is a Request for Qualifications (RFQ) issued by the Lake Kanasatka Watershed Association (LKWA) in cooperation with the New Hampshire Department of Environmental Services (NHDES) to solicit technical services for watershed-based management plan implementation. The project focuses on reducing phosphorus discharge and stormwater runoff at two adjacent sites (designated as Sites 1-17 and 1-18) located at the intersection of Burton Road and Foster Drive in Moultonborough, New Hampshire. The primary deliverables include developing a Site Specific Project Plan with watershed and Best Management Practice (BMP) phosphorus load reduction modeling, designing and implementing stormwater BMPs, obtaining necessary local, state, and federal permits, preparing Operation and Maintenance plans with landowners, supervising BMP construction, developing final pollution reduction measurements, and preparing Non-Point Source pollution reports and Pollutant Controlled Reports. The RFQ was released on November 15, 2024, with a deadline for question submission by December 17, 2024 at 5:00 PM, a question and answer summary digest to be published on December 20, 2024, and a qualification package submission deadline of January 10, 2025 at 5:00 PM. Final contractor selection is scheduled for January 24, 2025.
The RFQ does not specify an explicit contract award value or budget range. The project is funded through a NHDES 319 Grant awarded in October 2024. Selection will be based on assessment of qualifications, including overall project team experience with similar watershed improvement projects, expertise in developing SSPPs, O&M plans, BMP load reduction modeling, and pollution reports, experience with stormwater BMP design and implementation, familiarity with the Lake Kanasatka Watershed, and knowledge of New Hampshire permitting and authorization requirements. LKWA reserves the right to request interviews with applicants and will conduct sequential scope, schedule, and fee negotiations beginning with the highest-ranked qualified firm. The selected contractor must be eligible to receive federal funding and certify compliance with state and federal grant rules. No set-asides, incumbent vendors, or specific contract term information is specified in the documentation.

LAKE KANASATKA WATERSHED ASSOCIATION
Moultonborough, NH
REQUEST FOR QUALIFICATIONS
2024 LAKE KANASATKA WATERSHED-BASED
MANAGEMENT PLAN IMPLEMENTATION
Date: November 15, 2024

I. Background
Lake Kanasatka is a 353-acre lake in the Town of Moultonborough NH. It had experienced generally good water quality up until 2020. A Cyanobacteria bloom appeared in that year, and they continued to proliferate for several years. In 2023, bloom conditions existed for 127 days. When the first bloom appeared in 2020, The Lake Kanasatka Watershed Association (LKWA) proceeded to develop, with Town of Moultonborough funding, a Watershed Based Management Plan (WBMP) to address the lake conditions and propose remediation.
The 2022 WBMP found that the blooms were primarily a result of excess phosphorus loading, both internal to the lake and from external sources. In 2023, LKWA developed a proposal for an in-lake alum treatment to address the internal phosphorus loading. In 2024, we were awarded a NH Department of Environmental Services (NHDES) grant to fund an alum treatment to reduce available internal phosphorus. This was completed in May 2024 with substantial water quality improvement and no significant blooms during the year.
The WBMP also identified 22 specific sites around the lake that were major contributors to external phosphorus loading. Since 2022, community volunteers have stepped forward to address some of these as well as assisting individual landowners to reduce runoff by constructing water razors, diversion berms, culverts, etc. This ad hoc group, now known as the “Boots on the Ground” Team, has worked on 15 small to medium projects around the lake. While there remain additional projects in the future for the Team, the WBMP also identified sites where expertise beyond the abilities of local volunteers is needed.
In January 2024, LKWA applied for a DES 319 Grant for funding to reduce or eliminate phosphorus loading and stormwater runoff on two adjacent sites on the eastern shore of the lake in an area known as Burton Road. The proposal was approved, and a Grant Agreement was issued in October 2024 for this work.
II. Introduction :
LKWA has prepared this Request for Qualifications (RFQ) in cooperation with NHDES to solicit submittals from qualified contractors to provide the deliverables requested in the Scope of Work. The overall goal of this project is to significantly reduce the sources of phosphorus discharge and stormwater runoff into Lake Kanasatka from selected sites.
III. Location:
The primary focus of the work will be on two sites identified in the WBMP as Sites 1-17 and 1-18 at the intersection of Burton Road and Foster Drive. Burton Road and Foster Drive are both private roads in the Town of Moultonborough. Because the specific sites are adjacent, this project will focus on addressing the runoff from these combined sites hereinafter named the “Burton/Foster Site” or the “Site”.
Attachment 1 shows the area map from the Town of Moultonborough GIS maps.
The Site will include all properties from Lot 16 (95 Burton Road) to Lot 12 (14 Foster
Drive) on the lakeshore side of the roads as well as portions of Lots 23 & 24 (96 Burton Road) and Lot 2 (Foster Drive) on the backland. The area is outlined on the map in Attachment 1.
The Burton/Foster Site analysis will include runoff from the roads down toward the lake as well as from two intermittent streams from the Lot 2 back land through two culverts under Foster Drive. The culverts are located between Lots 14-13 and 13-12.
IV. Scope of Work
1. Develop a Site Specific Project Plan (SSPP) that will include all aspects of data collection and modeling for the Burton/Foster Site as identified in the LKWA Watershed-Based Management Plan (WBMP). This will include, but not be limited to, watershed Best Management Practice (BMP) phosphorus load reduction modeling. The site boundaries may increase or decrease based upon the analysis of the SSPP.
2. Develop conceptual BMP designs, estimated cost of materials, and implementation costs for the Burton/Foster Site. These conceptual designs will be reviewed with NHDES Watershed Assistance Section (WAS), landowners, LKWA, and NHDES for comment. After review, final BMP designs are issued to landowners, LKWA, NHDES, and WAS.
3. Meet all procedural requirements to provide the legal authority to implement BMPs on the Burton/Foster Site. Obtain all necessary town, state, and federal permits for the Site. Prepare Operation and Maintenance (O&M) plans with Landowners for the site to ensure long term success of implemented BMP designs.
4. Supervise construction of the designed and permitted BMPs to mitigate stormwater runoff from the Site into Lake Kanasatka.
5. Develop final measurements to calculate pollutant reductions. Prepare Non- Point Source (NPS) pollution site reports and Pollutants Controlled Reports (PCRs) for the Site.
6. Prepare conceptual stormwater BMP designs, estimated cost of materials, and implementation costs to mitigate stormwater runoff at several additional BMP sites as selected by LKWA. Calculate pollution load reductions on these sites after BMP implementation by LKWA, private contractors, and/or community volunteers.
