2. Requirements/Specifications
The Offeror is responsible for procuring, packaging, and delivering Basic ESF‐13 ‐ Kit A’s, other kits, and other items, or individual line items as numerated in Appendix A, at an agreed upon price. The government is expected to order a minimum 25 Basic ESF‐13 ‐ Kit A’s, systems, other items, or individual line items as needed. Where required they shall be configured as specified below.
2.1 Standard Delivery
Under normal circumstances the government will provide orders which specify the intended recipient for each Basic ESF‐13 – Kit , to include size/style specifications where applicable. Standard Delivery orders will be delivered within 45 days of order. Each Basic ESF‐13 – Kit A, and any other items ordered, will be packaged in no more than four (4) shipping containers, ensuring all fragile equipment is adequately protected in shipping. Each shipping container will be externally and legibly marked with order recipients name as provided on the order. All items must remain in original packaging. Each order shall be divided by offeror and shipped to one or more of HUD’s domestic Field Divisions – Standard
Delivery Addresses, and as specified on the order. Orders may consist of multiple shipping addresses.

All items must be delivered in compliance with Section 2.2, unless contract officer or government technical representative has expressly granted permission, via email, for partial shipping. Specific circumstances for delays, and proposed solutions for delivery, will be provided by Offeror via email.
2.2.2 Emergency Delivery ‐ Delayed Shipping
Any delays in shipping may result in shipments arriving after personnel have vacated the specified delivery address; as a result, the Offeror will be responsible for all delayed shipping until such time as they have been signed‐over to the designated point of contact or HUD‐OIG technical point of contact.
Deliveries outside of the prescribed window to the designated shipping address will be the responsibility of Offeror, and the government will not be responsible for locating, receiving, or returning delayed shipments. Delayed shipments may be redirected (at Offeror’s expense) with concurrence from contract officer or HUD‐OIG technical point of contact.

For all items, as specified in Appendix A, a sample may be requested by the HUD‐OIG technical point of contact for test and evaluation. 2.6 Special Substitutions
The government understands that under unique situations alternate items will need to be provided.
Examples of these situations include women’s sizing and models, and sizes outside the general normal standards of items specified in Appendix A. These special substitutions must be authorized in writing
(email) in advance by the HUD‐OIG technical point of contact, and whenever practical a sample will be provided for test and evaluation.
2.7 Non‐Blanket Purchase Agreement Items
The nature of the ESF‐13 mission and disaster response means under some circumstances it may be necessary to acquire items and equipment not specified in Appendix A. These circumstances are the result of unforeseen hazards and would require items such as respirator masks, pallets of bottled water, specialty batteries, or other items as deemed necessary to complete the HUD‐OIG’s ESF‐13 mission. As a result of these needs the government may order items from the Offeror not listed in
Appendix A, so long as the dollar amount of any items does not exceed $3,500 on any one order. Such orders will be communicated when necessary, with price and availability discussed with the HUD‐OIG technical point of contact. Specific item brand, style/color, and price will be provided in writing (email) prior to order submission.
3. Pricing
The price of the Basic ESF‐13 ‐ Kit, systems, other items, and individual line items shall be specified on
Appendix B ‐ Price Template. The price for the items shall reflect the price to deliver of any single item or group of items that make up the ESF‐13 Kit, systems, and other items, for Standard Delivery and
Emergency Delivery. The government expects these prices to include the cost to create any Kit or system from procurement through delivery to HUD‐OIG. Some of the elements included in the delivery cost shall include labor, packaging, transportation, and other non‐product costs. The government shall use the item prices as the fully burdened price. All substitutions will be of equal or lesser price, when a substitution requires an item of greater price, the additional cost will be the burden of the Offeror.
